The Russian government will allocate more than 454 billion rubles for one-time payments to pensioners.

This was announced on Monday, August 30, by Prime Minister Mikhail Mishustin at a meeting with his deputies.

“The head of state instructed to provide a lump sum payment of 10 thousand rubles to everyone who has already issued a pension.

The funds will also be received by working and military pensioners, ”Mishustin said.

According to him, the initiative of the authorities will make it possible to compensate the Russians for those unplanned expenses that people faced during the pandemic.

Against this background, the head of the Cabinet ordered to make payments "as quickly as possible, without unnecessary bureaucratic formalities."

Recall that on August 24, Russian President Vladimir Putin signed two decrees - "On a lump sum payment to certain categories of citizens receiving a pension" and "On a lump sum payment to citizens receiving a pension."

The first document refers to persons who served "military service, service in the internal affairs bodies, the State Fire Service, the bodies for the control over the circulation of narcotic drugs and psychotropic substances, institutions and bodies of the penal system, the National Guard troops, and enforcement bodies."

In the second - about those who are recipients of pensions in Russia as of August 31, 2021.

As Deputy Prime Minister Tatyana Golikova noted during a meeting on Monday, the Pension Fund has already carried out all the necessary updates to the information system for transferring funds.

As a result, it is expected that it will be possible to ensure simple disbursement of payments without collecting applications and additional statements under the principles of social treasury.

In total, a one-time payment of 10 thousand rubles will help support more than 43 million Russians, Golikova said.

According to her, assistance will be provided to all recipients of pensions - senior citizens, people with disabilities, as well as families who are entitled to payments in case of loss of breadwinner.

In this case, citizens who receive pensions on a bank card, the funds will be credited as early as Thursday.

“On September 2, 30.7 million people will receive payments to a bank card.

Another 12.7 million people who receive pensions at home, through the Russian Post or other delivery companies, will receive at the same time with their pension, "Golikova clarified.

As the Deputy Prime Minister emphasized, a one-time social payment will not be taken into account in family income.

Moreover, these funds will not affect the provision of other support measures.

“Recently, we have seen a noticeable rise in consumer prices in Russia.

The President has already noted that the current size of pensions is not comparable with the growth of inflation in the country.

Therefore, payments to pensioners will help, among other things, to compensate for this gap, "said Svetlana Bessarab, a member of the State Duma committee on labor, social policy and veterans affairs, in a conversation with RT.

A similar point of view was expressed by Georgy Ostapkovich, Director of the Center for Market Research, Institute for Statistical Studies and Economics of Knowledge, NRU HSE.

According to him, at the moment, pensioners remain one of the low-income strata of the population, therefore, most of all, they need additional support.

“It is also worth noting that retirees always save more than they spend.

That is why lump sum payments to this category of citizens are unlikely to lead to some kind of additional acceleration of inflation in the country, "Ostapkovich explained in an interview with RT.

During a meeting on Monday, Mikhail Mishustin also recalled that on August 2, Russia started calculating benefits for schoolchildren.

We are talking about a lump sum payment in the amount of 10 thousand rubles for each child to families with school-age children (from six to 18 years old), as well as to disabled people and persons with disabilities aged 18 to 23 years, who have Russian citizenship and are studying at basic educational programs.

According to Tatyana Golikova, 15.3 million applications have been submitted to receive the payment.

Thus, funds totaling 202.8 billion rubles have already been transferred to the parents of 20.3 million children.

All in all, support should affect 20.4 million children.

“Thus, to date, 99.5% of the parameter that we predicted has received the payment.

Work in accordance with government documents will continue for those who have not yet received such a payment, ”Golikova emphasized.

According to Georgy Ostapkovich, one-off payments to families with school-age children will practically not affect the inflation rate in the country.

At the same time, the overall effect for the economy will be positive, the specialist believes.

“Payments spur consumer demand and ultimately increase the tax base. In addition, all this helps to expand production, reduce unemployment and generally increase GDP, ”the economist said.
