  Li Yuan, director of the Urban Construction and Environmental Protection Measures and Regulations Office of the Beijing Municipal People's Congress, said that on May 27 this year, the "Regulations" were voted through at the 31st meeting of the Standing Committee of the 15th Beijing Municipal People's Congress and will be implemented on September 1.

The "Regulations" has seven chapters and 57 articles, which are divided into general provisions, outdoor advertising facilities, plaques, slogans and publicity materials, safety maintenance and supervision and management, legal responsibilities and supplementary provisions.

  The "Regulations" take into account the different characteristics and uses of outdoor advertising facilities, plaques and slogans, and implement "planning" management of the setting of outdoor advertising facilities; implement "standard" management on the setting of plaques and signs; implement the setting of slogans and publicity materials "License" management.

  Xie Guomin, the second-level inspector of the Beijing Municipal Management Committee, said that according to the "Regulations", if a block outdoor advertising facility installation plan has not been prepared in the built-up area, the preparation should be completed within three years after the implementation of the ordinance; the block outdoor advertising facility installation plan has not yet been formulated No outdoor advertising facilities shall be installed.

  According to Xie Guomin, the "Regulations" clearly stipulate the requirements for the management of plaques and signs in accordance with the norms.
