  The central government subsidizes biomass power generation with 2.5 billion yuan

  Field straw and food waste are becoming important raw materials for power generation.

In order to realize the orderly, healthy and high-quality development of the biomass power generation industry, the National Development and Reform Commission, the Ministry of Finance, and the National Energy Administration recently issued the "2021 Biomass Power Generation Project Construction Work Plan" (hereinafter referred to as the "Plan"), and proposed reasonable arrangements for this year The central government has added new biomass power generation subsidy funds, clarified the rules for the central and local sharing of subsidy funds, promoted the orderly competitive allocation of new projects, promoted industrial technological progress, continued to reduce power generation costs, and improved competitiveness.

  Biomass power generation, including agriculture and forestry biomass power generation, waste incineration power generation and biogas power generation, is an important part of renewable energy.

According to the latest data released by the China Electricity Council, as of the end of July this year, the installed capacity of biomass power generation nationwide was 34.09 million kilowatts, a year-on-year increase of 31.2%.

  The relevant person in charge of the National Energy Administration introduced that in recent years, the scale of China's biomass power generation construction has grown rapidly, and it has played an important role in accelerating the processing of agricultural and forestry wastes and domestic waste.

At the same time, with the rapid development of the renewable energy industry, the growth of additional income from renewable energy prices has fallen short of the need for renewable energy power generation subsidies, and the subsidy funding gap has continued to expand.

  To this end, the "Plan" combines the actual development of the biomass power generation industry, further strengthens the management of the construction and operation of biomass power generation projects, and rationally arranges the central government's new biomass power generation subsidy funds this year, which is conducive to promoting the sustainable and healthy development of the industry.

  According to the "Plan", the total amount of central subsidy funds for biomass power generation this year is 2.5 billion yuan.

Among them, the central subsidy fund used to arrange non-competitive allocation projects is 2 billion yuan; the central subsidy fund used to arrange competitive allocation projects is 500 million yuan (arrangement of agricultural and forestry biomass power generation and biogas power generation competition allocation project subsidy funds of 300 million yuan, arrangement of garbage 200 million yuan in subsidies for incineration power generation competition allocation projects).

  The relevant person in charge of the National Energy Administration introduced that the "plan" focused on "categorized management":

  One is to categorize the management of subsidy projects, divide non-competitive allocation and competitive allocation to arrange subsidy funds separately to ensure that the existing projects under construction are included in the scope of subsidies in an orderly manner, and a certain amount of subsidy funds are used for competitive allocation. , To promote technological progress and cost reduction, and promote the transformation of biomass power generation from rapid growth to high-quality development;

  The second is to classify and manage the central land allocation, and scientifically and reasonably determine the different central land sharing ratios in accordance with the different economic and social development levels and biomass resource endowments of each province (autonomous region, municipality).

After September 11, 2020 (inclusive), the subsidy funds for all grid-connected projects will be shared by the central and local governments. The central support ratios for different types of projects will be reasonably determined according to the eastern, central, western and northeastern regions. The central support ratios in the western and northeastern regions are higher than Eastern and central regions;

  The third is to categorize management in the competitive configuration, divide the agricultural and forestry biomass power generation, biogas power generation, and waste incineration power generation into two categories, respectively, to arrange subsidy funds, to carry out competitive configuration, and to better achieve fair competition.

Considering the operating characteristics of the project such as the cost of fuel purchase, the proportion of central support for agricultural and forestry biomass power generation projects and biogas power generation projects in the same region is higher than that of waste incineration power generation projects.

  At the same time, in order to promote the implementation of the projects included in the scope of subsidies on schedule, and to better play the role of biomass power generation projects in environmental governance and increase the supply of renewable energy, the "plan" clarifies the construction period of the project: it will be included in the scope of central subsidies in 2021 All units should be connected to the grid before the end of 2023. The grid-connected electricity price subsidy will be reduced by 0.03 yuan/kWh for every quarter of the actual grid-connected time.

All non-competitive configuration projects started before the end of 2020 must be completed and connected to the grid by the end of 2021. Projects that have not been connected to the grid after the expiry date will be disqualified for non-competitive configuration subsidies and can be included in the scope of central subsidies by participating in competitive configuration.
