  Recently, six Chinese departments jointly issued the "Opinions on Promoting the Sustainable and Healthy Development of the Pig Industry" (hereinafter referred to as the "Opinions"). On the same day, the relevant person in charge of the Ministry of Agriculture and Rural Affairs introduced the "Opinions".

  The person in charge said that at present, China's live pig production has been fully restored, and the goals and tasks established in the three-year action plan have been completed ahead of schedule.

According to the National Bureau of Statistics, the number of pigs in the country at the end of June was 439 million, recovering to 99.4% at the end of 2017; among them, the stock of breeding sows was 45.64 million, recovering to 102.1% at the end of 2017.

In the first half of the year, the output of pork was 27.15 million tons, a year-on-year increase of 35.9%.

In the last week of July, the price of pork in the national bazaar was 25.93 yuan (RMB, the same below) per kilogram, which was 33.71 yuan lower than the highest price in this round of "pig cycle" (the third week of February 2020), a decrease of 56.5%.

  Although China's live pig production capacity has been restored, the foundation for the stable development of the live pig industry is still not strong, and the live pig market may still fluctuate.

On July 28, the executive meeting of the State Council of China determined measures to stabilize the production capacity of live pigs, required the promotion of supply and price stabilization, strengthened the ability to guarantee safe pork supply, and required the establishment of a counter-cyclical control mechanism for pig production.

  The aforementioned person in charge stated that the "Opinions" is to consolidate the results of the recovery of pig production capacity, build a long-term mechanism for stabilizing production and supply, stabilize and continue long-term support policies, establish a production countercyclical control mechanism, prevent large fluctuations in production capacity, and promote pigs. The industry continues to develop in a healthy manner, and continuously improves the ability to guarantee the safety of pork supply.

  The "Opinions" proposes to establish a counter-cyclical regulation mechanism for pig production with timely warnings, precise measures, and efficient response. It will take 5-10 years to basically form a pig industry with efficient output, product safety, resource conservation, environmentally friendly, and effective regulation. With the new pattern of high-quality development, the cyclical market fluctuations have been effectively alleviated, and the pork self-sufficiency rate has been maintained at around 95%.

And put forward four main measures to stabilize the long-term support policy for pig production, establish a counter-cyclical control mechanism for pig production, improve the comprehensive emergency system for pig production and supply, and continue to promote the modernization of the pig industry.

  Speaking of the pork supply situation in China in the later period, the person in charge said that the second half of the year is the peak season for pork consumption. Affected by the inertia of production growth, the production of fat pigs will also increase. Based on comprehensive judgment, the supply and demand of the pork market will maintain a basic balance within a certain period of time, and the pig industry is expected to maintain appropriate profitability, but the high profit stage of pig raising has passed. It is recommended that farms (households) pay more attention to the officially released live pig production and market data, and produce them in an orderly manner in accordance with the normal production plan.
