  The China Consumers Association pointed out that the main problems of off-campus training are:

  First, the safety guarantee obligations were not fulfilled during the training period, causing personal injury to the trainees;

  The second is the problem of false publicity, such as false publicity of live training, false publicity of school district housing, false publicity of teachers, etc.;

  Third, some training institutions induce consumers to pay through private transfers, which makes it difficult to claim for disputes;

  Fourth, the training institutions have unsound qualifications or operate beyond the scope;

  Fifth, some consumers were induced to apply for training loans by personnel of training institutions when they signed up. After the training contract was cancelled due to various reasons, consumers still need to repay the loans;

  Sixth, some off-campus training institutions charge a large amount of pre-payments, and later closed down due to poor management and broken capital chains, making it difficult for consumers to refund fees.

  The China Consumers Association found that examples involving the above-mentioned problems are not uncommon.

For example, in May 2021, the Consumer Protection Committee of Ruian City, Wenzhou City, Zhejiang Province received a complaint from a live training group that a registered organization named "Hangzhou Wanghong Pusher Technology Co., Ltd." rented a factory in Ruian City for live training. Consumers paid the agency a fee ranging from 10,000 to 100,000 yuan through WeChat transfer without signing any contract. Soon after, the agency went missing and ran away with the money.

  For another example, on April 20, 2021, 638 college students in a university in Chongqing collectively complained that an art training company in Chongqing did not perform the contract and requested a refund.

Consumers complained that the training company, entrusted by the Office of the Language Work Committee, can help consumers participate in the Putonghua proficiency test, and consumers need to pay 106 yuan in a lump sum.

I have not waited until the test notice after paying the fee.

Later, it was learned from many parties that the training company did not have the qualifications to organize the Putonghua proficiency test.

  Since the company is operating beyond the scope of operation, the Chongqing Wanzhou District Market Supervision Bureau and the District Consumer Committee jointly negotiated the corporate legal person and ordered it to rectify and refund the consumer's registration fee in time.

So far, 370 people have completed full refunds, with a total refund of 20,720 yuan.

  The China Consumers Association reminds consumers that they should check the content of the contract carefully before purchasing training services, and pay attention to important terms such as course settings, teacher requirements, liability for breach of contract, and refund rules. When signing a contract, do not pay a large amount of fees in advance to prevent the training institution from facing the risk of refunds when it goes out of business or goes bankrupt. For the "tuition loan" and "training loan" proposed by the training institution, it is necessary to fully understand the details of the financial product and related risks, and clearly agree on the repayment interest rate, handling fee, and termination conditions, so as to avoid the situation that the training service is cancelled and the loan still needs to be repaid .
