The accrual of a lump sum payment of 10 thousand rubles for schoolchildren from six to 18 years old will begin on August 2.

Such an order on Thursday, July 28, was given by Russian President Vladimir Putin at a meeting on preparations for the new academic year.

As the head of state reminded, initially the start of payments was scheduled for August 16.

The Russian leader asked to start transferring money to families "ahead of schedule."

“So that people can in a planned manner, without haste, having more time, prepare so that from September 1, children can be collected in school in accordance with the requirements that are imposed on this today,” Putin explained.

According to the Minister of Labor and Social Protection Anton Kotyakov, technically everything is ready to make payments for 17 million children from 2 August.

In total, according to the Ministry of Labor, the initiative should affect more than 20 million children.

Recall that Vladimir Putin proposed to provide material assistance to families with school-age children in his April message to the Federal Assembly.

The head of state signed the corresponding decree in early July.

Parents can apply for the payment from July 15 to November 1, 2021.

The money will be transferred to one of the parents, adoptive parents, guardians or guardians of the children.

To receive funds, the child must be six years old by September 1, 2021, and 18 years old - not earlier than the date of the decree.

Thus, payments are intended for children born in the period from July 3, 2001 to August 31, 2015, according to the materials of the Ministry of Labor.

In this case, the allowance is due to children, regardless of the fact of schooling.

So, if a child at the age of six still does not go to school, the family will still receive money.

If, for example, a 17-year-old teenager has already graduated from school and entered college or university, the parents will also receive money for this child.

In addition, the payment is due to persons with disabilities, persons with disabilities aged 18 to 23 years, if they continue their education in general education programs, or one of their parents.

You can apply for a lump sum payment directly to the client service of the Pension Fund of Russia or remotely through the public services portal.

As explained in the Ministry of Labor, there is no need to submit a separate application for each child.

So, all children who are entitled to payments can be indicated at once in one application.

“At the moment, the Ministry of Labor has already completed preliminary applications for more than 20 million Russian families.

For those who have not yet had time to submit an application, it is enough to enter the portal of public services in their personal account, check the documents that have already been filled in for them and press the appropriate button, agreeing to receive payments, "a member of the State Duma committee on labor, social policy and affairs told RT. veterans Svetlana Bessarab.

Money can only be received non-cash.

In this case, the account specified in the application for transferring funds can be tied to a card of any payment system.

“Money is transferred to the card largely for convenience.

Firstly, the pandemic is still ongoing, so people should not stand in lines and generally use cash.

Secondly, we see a general trend towards digitalization, and, as you know, in our country, the transition to non-cash payments is proceeding very quickly, "said Valery Mironov, deputy director of the Center for Development Institute at the Higher School of Economics, in an interview with RT.

In total, the government allocated more than 200 billion rubles for the implementation of the initiative.

According to Svetlana Bessarab, the actions of the authorities will significantly ease the burden on the family budget.

So, according to her, the state makes it possible to purchase school uniforms, accessories and stationery without additional costs.

“With such support, it will be easier and more convenient for Russian families to start preparing in advance.

Parents don't need to save small amounts.

They can immediately be spent on preparing children for school, and the money saved can be spent on other top-priority goals and objectives, ”the deputy emphasized.

Moreover, according to Valery Mironov, direct payments to families with children, together with other measures of state support, can have a positive effect on the economy as a whole.

Thus, the actions of the authorities can, to a certain extent, spur consumer demand in the country.

“Here we must take into account that first of all, domestic goods for children should be bought, and not imported.

Although in this case the economic effect, of course, will also be there, ”added Mironov.
