The Russian government will allocate about 1.5 billion rubles to the regions for payments to families where the third or subsequent child was born.

This was announced on Thursday, July 22, by Prime Minister Mikhail Mishustin.

As the head of the Cabinet of Ministers specified, parents can receive funds from the state every month until the child is three years old.

At the same time, the amount of the allowance depends on the specific constituent entity of the country and is equal to the regional subsistence minimum for children.

On average in Russia, the corresponding amount is now about 11.3 thousand rubles, according to the materials of the Ministry of Labor.

“In total, almost 58 billion rubles are allocated from the federal budget for such payments this year.

Parents of more than half a million children will receive them.

The government will continue to help such families, ”Mishustin emphasized.

Note that payments are assigned and made at the place of work, service or study of the parents.

If both parents are not employed, the allowance can be obtained from the social security authorities at the place of residence.

Additional funding for the program was required due to the large number of applications for material assistance.

Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs, spoke about this in an interview with RT.

Also, according to her, it became necessary to index benefits against the backdrop of rising inflation in the country.

According to the latest data from Rosstat, in June the growth rate of consumer prices in Russia accelerated to 6.5%.

The achieved inflation rate was the highest since 2016.

In these conditions, financial support is especially necessary for large families, Bessarab emphasized.

“Payments are most relevant in those periods when one parent is unable to work - for example, while the mother is on maternity leave.

Let me emphasize that helping families by itself does not lead to an increase in inflation, as some may think.

But it gives people a feeling of a safety cushion and solid ground under their feet, ”the deputy added.

According to her, at the moment, families with children can also count on payments from the social insurance fund for children under one and a half years old.

In addition, benefits are paid from the federal budget for children from one and a half to three years.

At the same time, the authorities provide material assistance to low-income parents with children from three to seven years old.

As a reminder, as part of supporting large families, the state also helps large Russians to improve their living conditions.

So, today, parents whose third or subsequent children were born in the period from January 1, 2019 to December 31, 2022, can receive 450 thousand rubles to pay off the mortgage.

In 2020, the government allocated more than 40 billion rubles for these purposes, and in 2021 - almost 27 billion more. According to the authorities, additional funds will support at least 60 thousand large families.

Note that initially, compensation from the state for the repayment of the mortgage was charged upon the purchase of an apartment, a ready-made private house or a plot for its construction.

Meanwhile, in early July, the government expanded the terms of the program.

According to the decree of the Cabinet of Ministers, now families can receive funds for loans for the construction of their own homes or the purchase of an unfinished house.

“Mortgage loans, which include repairs or property insurance, are also provided for in the decree.

Thus, even more large families will be able to receive compensation from the state and quickly pay off the mortgage, ”the Cabinet of Ministers said in a statement.

The expansion of support for families with children is primarily aimed at reducing the level of poverty in the country.

This opinion was shared by the leading strategist of EXANTE Janis Kivkulis in an interview with RT.

“The increase in the volume of social assistance is an unconditional trend of the last one and a half years.

Initially, it was driven by the impact of the pandemic, imposed restrictions and falling income levels.

However, in the following months, the expansion of support for families with children is increasingly evident.

It is obvious that technically the implementation of payments has shown itself very well, and the effect is visual and necessary, - explained Kivkulis.

According to the World Bank, from January to September 2020, against the background of the pandemic, the poverty level in Russia rose from 12.3% to 13.3%, but in December it dropped to 12.1%.

According to the organization, by the end of 2021, the value may reach 11.4%.

Moreover, in 2024, the indicator can drop to 10.4%, according to the government.

“The payments will almost certainly be very quickly converted into an increase in consumer spending, since they are targeted at those families that have minimal savings. The resulting increase in consumer demand may have a positive effect on the economy as a whole, ”concluded Kivkulis.
