Measures to further deepen the reform of "delegation, control, and service".

  Shandong proposed that it will further optimize the employment and entrepreneurship environment and strictly implement the state's requirements on the reduction of entry professional qualifications.

Promote cooperation between enterprises and training institutions, expand the scale of apprenticeship training, and train no less than 30,000 new enterprise apprentices within the year to solve the contradiction between the supply and demand of skilled talents.

Improve the entrepreneurial secured loan policy. College graduates, veterans, returning migrant workers and other groups can apply for up to 200,000 yuan of entrepreneurial secured loans; for partnership entrepreneurs, they can apply for up to 600,000 yuan of entrepreneurial secured loans.

  Shandong will further reduce the burden on market players.

Establish a normalized direct financial fund mechanism, expand the coverage of direct fund, establish a three-in-one working model of fund allocation, fund appropriation, and fund monitoring, and improve the efficiency of direct fund allocation.

Strictly investigate and punish illegal charges such as the use of e-government platforms, non-implementation of government pricing or government-guided prices, non-standard pricing of clearly marked prices, continued charging of explicitly cancelled charges, and price fraud, so as to effectively reduce the burden on enterprises.

  In addition, Shandong will also promote the expansion of effective investment, continue to stimulate consumption potential, improve the level of opening-up services, optimize people's livelihood security services, strengthen supervision during and after the event, and strengthen organizational guarantees to serve the "six stability" and "six guarantees", and further deepen "Decentralization, control and service" reform.
