On the other hand, insurance benefit expenses also decreased by 61.3 billion yen from the previous fiscal year to 8,735.3 billion yen due to a decrease in the number of subscribers.

While the average income of the members of the National Health Insurance is low, the age structure is high and the per capita benefits are high, so a chronic deficit is an issue.
