[Explanation] Recently, the General Office of the State Council issued the "Opinions on Accelerating the Development of Affordable Rental Housing" (hereinafter referred to as the "Opinions").

On July 7, Cao Jinbiao, director of the Ministry of Housing and Urban-Rural Development and the Department of Housing Security, stated at the State Council’s regular policy briefing that this is the first time that the top-level design of the national housing security system has been clarified.

  This time the State Council’s "Opinions on Accelerating the Development of Affordable Rental Housing" is the first time that the top-level design of the housing security system at the national level has been clarified.

In the future, the country's housing security system will have three "houses" as the main body. The first is public rental housing, the second is affordable rental housing, and the third is shared property housing.

  [Explanation] The "Opinions" focused on clarifying the five basic systems of affordable rental housing, and proposed six aspects of policy support.

The system design highlights pertinence, scientificity, standardization and marketization.

Mainly aimed at new citizens, young people and other groups; insist on matching supply and demand; clarify local responsibilities; give urban people's governments more autonomy; give full play to market mechanisms, etc.

  Affordable rental housing mainly solves the housing problem of new citizens and young people.

For example, our newly graduated college students have more than 9 million people every year. They work in Beijing and their income does not meet the conditions of public rental housing.

Therefore, the starting point for affordable rental housing is to solve the housing difficulties of new citizens and young people in addition to public rental housing.

It is a new system that has not existed before.

  [Explanation] The "Opinions" clarify the scope of the city and give the city autonomy; it proposes ways and methods to solve the problems of land, planning, approval, and high construction costs; at the same time, it gives a new policy: large cities that allow net inflow of population Etc., using the idle land owned by enterprises and institutions to build affordable rental housing, for young workers newly employed by the unit, to help them solve the phased housing difficulties, and to strengthen supervision.

  Enterprises and public institutions use their own idle land to build affordable rental housing, which must be small-sized, mainly to solve the housing difficulties of new citizens and young people.

At the same time, these affordable rental housing for new citizens and young people must not be listed or sold in disguise, and they cannot operate in violation of regulations or defraud preferential policies in the name of guaranteed rental housing.

Ensure that it is really used to solve the housing difficulties of new citizens and young people.

  [Explanation] It is understood that there are currently more than 16 million public rental housing units in China; since the 18th National Congress of the Communist Party of China, more than 80 million types of affordable housing and shed-reconstruction housing have been built, helping more than 200 million people in need to improve their housing conditions.
