Spokesperson Meng Wei said at the press conference that since June, the tight supply and demand situation in the southern region has improved greatly.

Since June 5th, Guangdong has not arranged for orderly electricity consumption, and the scale of orderly electricity consumption in Yunnan has gradually declined.

With the increase in hydropower output during the flood season, the power shortage situation in the southern region is expected to be further eased.

  Meng Wei said that since mid-May, power supply and demand tensions have appeared in Guangdong and Yunnan. The National Development and Reform Commission has conducted a serious analysis of this. There are three main reasons:

  First, the rapid recovery of industrial production has stimulated the growth of electricity consumption.

From January to May, the total electricity consumption of the Southern Power Grid region increased by 23.2% year-on-year, 5.5 percentage points higher than the national average growth rate.

Among them, Guangdong increased by 27.0% year-on-year, and the two-year average growth was 10.1%; Yunnan increased by 23.3% year-on-year, and the two-year average growth was 15.1%.

The growth rate is relatively fast.

  Second, the occurrence of high temperature weather has further increased the electricity load.

The highest temperature in Guangdong reached 36°C in May, 5°C higher than the same period in previous years.

On May 22, Guangdong adjusted the maximum load demand of 133 million kilowatts, which was 6 million kilowatts higher than the historical peak load.

  Third, the incoming water is late and dry, resulting in insufficient hydropower generation.

One-third of Guangdong’s electricity consumption comes from Yunnan, and Yunnan’s power supply is mainly composed of hydropower. Since the beginning of this year, Yunnan Hydropower has made positive contributions to meeting the rapid growth of power demand in Guangdong and Yunnan.

The flood in previous years was generally from mid-to-late May to early June, but the flood has not yet entered in early June this year, which is seriously lagging behind in the past. Therefore, the contradiction between power supply and demand became prominent in May.

  At the same time, factors such as the difficulty of purchasing power and coal in Yunnan, less than half of the thermal power startup, and the overhaul of units before the peak summer, have further restricted the supply capacity.

  After the emergence of power supply shortages, the National Development and Reform Commission took swift action to guide power grid companies and Guangdong, Yunnan and other regions to actively take measures to ensure the overall smooth and orderly operation of power in the southern region.

The following measures have been taken:

  The first is to coordinate the full transmission support of the State Grid, and plan to send an additional 1 million kilowatts of electricity to support Guangdong during peak hours.

  The second is to fully explore the ability to adjust resources between provinces in the network, and arrange Yunnan and Guizhou to support Guangdong according to their maximum capacity.

  The third is to increase subsidies to increase the supply of coal and gas. Yunnan has greatly increased the subsidy standard, and Guangdong has suspended the implementation of the downward price of gas and electricity.

  The fourth is to take multiple measures to improve the peak power generation capacity of units, optimize equipment maintenance arrangements, strengthen equipment operation and maintenance management, and rationally arrange the standby level of the power system.

  The fifth is to strictly implement measures such as orderly use of electricity in industries to effectively guarantee the needs of people's livelihood, supervise and improve the orderly use of electricity plans, and strictly implement the requirements of "protecting people's livelihood, protecting public utilities, and protecting key points" to ensure that people's livelihood power demand is not affected.

  Through these measures, it can be said that significant results have been achieved.
