While dynamically pricing electricity offers are arriving in France, the Energy Regulatory Commission (CRE) has set itself up as a safeguard.

The prices of these new offers, indexed to world market prices, will thus be capped.

On the other hand, their sale by telephone canvassing is authorized.

A new type of contract is arriving in France: electricity offers with dynamic pricing.

If the news hasn't made a big splash yet, you may have already been approached by a supplier.

Nothing could be more normal, since it is a European obligation: all operators with more than 200,000 subscribers must offer at least one offer of this type from July 2023. And some suppliers have already taken the leaders, like Barry or E. Leclerc.

CRE on a guard against prices

These offers have the particularity of having an adjustable price.

Concretely, when prices are at their lowest, they save money.

But the reverse is also true.

It is therefore to prevent slippages and protect consumers that the Energy Regulatory Commission (CRE) sets the rules of the game. First safeguard put in place: a price cap.

In the event of a very high tariff on the electricity markets, your bill cannot exceed twice the regulated tariff, which is called the blue tariff.

A desire on the part of CRE to protect consumers in the face of soaring prices as the inhabitants of Texas were able to know a few weeks ago.

Authorized telephone canvassing

Another obligation wanted by the Commission is to set up absolute transparency on the control of your electricity consumption. As the director of CRE Dominique Jamme reminds us, with these offers, prices vary from day to day. It is therefore essential to "explain very clearly in all the contractual documents of the offer how the consumer will be informed the day before for the following day of the prices of the next day. But also what are the risks incurred and what are the recommendations on his way of manage its consumption. "

On the other hand, the CRE kicked in touch on the telephone canvassing, believing that the decision should be up to the legislator. However, consumer associations and the energy mediator had notably called for its ban. It is therefore currently authorized.
