It will increase year by year to ensure that non-fossil energy consumption will account for about 20% of primary energy consumption in 2025.

In order to do a good job in the grid-connection and consumption of large-scale wind power and photovoltaic power generation projects, the "Notice" proposes the establishment of a diversified grid-connection guarantee mechanism such as guaranteed grid-connection and market-oriented grid-connection.
All provinces, autonomous regions and municipalities have completed the new grid-connected projects necessary for the annual non-hydropower minimum consumption responsibility weight. The grid companies will implement guaranteed grid-connected projects. In 2021, the guaranteed grid-connected scale will not be less than 90 million kilowatts.
The "Notice" also clarified that this year's national fiscal subsidy budget for household photovoltaic power generation projects is 500 million yuan.
Under the premise of ensuring safety, we encourage qualified household photovoltaic projects to be equipped with energy storage.
Household photovoltaic power generation projects are guaranteed by grid companies for grid-connected consumption.
In terms of optimizing the development environment of wind power and photovoltaic power generation, the "Notice" requires all provincial energy authorities to optimize the business environment, standardize the order of development and construction, and not use supporting industries as the threshold for project development and construction; increase coordination with relevant departments, Supervise and urge the implementation of project construction conditions, promote the introduction of land, fiscal and taxation, and financial support policies to reduce the unreasonable burden of new energy development and construction.
Power grid companies shall not attach additional conditions to guaranteed grid-connected projects and market-oriented grid-connected projects included in the annual development and construction plan.
Data show that by the end of 2020, the nation's installed renewable energy power generation capacity reached 934 million kilowatts, a year-on-year increase of about 17.5%. Among them, the installed capacity of wind power is 281 million kilowatts and the installed capacity of photovoltaic power generation is 253 million kilowatts.
