The "progressive coalition" formed by PSOE and United We Can promised, in its government pact, to raise spending on Education and Health in a very notable way before the end of the legislature.

In the first case, the objective set was "to place educational investment in Spain at 5% of GDP in 2025", while in the second it promised to reach 7% in 2023. But the reality, as It is clear from the Stability Plan, is that the Executive

will not meet either of these two objectives.
