  Four aspects are the focus of this regulation, including: increasing the supply of affordable housing, actively developing the housing leasing market, strengthening the management of the housing purchase policy for talents, and extending the period of time for exemption of value-added tax on sales of housing.

  The "Notice" pointed out that Guangzhou will increase the intensity of the public transfer of land for commercial residential buildings in Daquan City, and the number of affordable housing facilities shall in principle be no less than the number of newly-increased waiting households of households with lower-middle-income housing difficulties.

At the same time, actively guide various entities such as enterprises and institutions to participate in the construction of affordable housing, support the use of collective construction land, the stock land of enterprises and institutions, industrial supporting land and the construction of stock idle houses, and the raising of affordable housing.

  The "Notice" proposes that in the future, Guangzhou will further increase the supply of rental housing through multiple channels such as new construction, distribution and reconstruction.

By standardizing the development of the housing leasing market, improving the supporting policy documents of the "Guangzhou Housing Leasing Management Regulations", encouraging the development of centralized long-term leasing enterprises, and further promoting the healthy development of the housing leasing market.

  The "Notice" of this regulation also strengthened the supervision of speculative talent room behavior from the level of talent room identification.

The "Notice" requires strengthening the management of the talent purchase policy, and it is clear that families and singles (including divorced) who enjoy the talent policy in the municipal districts, when purchasing commodity housing, must provide continuous payment of personal income tax or income tax in the district where the talent is recognized 12 months before the purchase date. The social insurance payment certificate shall not be repaid.

  In addition, the "Notice" also cracked down on speculative real estate speculation from the perspective of taxes and fees, increasing the value of individual housing sales in 9 districts in Yuexiu District, Haizhu District, Liwan District, Tianhe District, Baiyun District, Huangpu District, Panyu District, Nansha District, and Zengcheng District. The tax exemption period has been increased from 2 years to 5 years.

  The "Notice" requires all districts to implement the responsibilities of each member unit, strengthen the coordination of departments, further strengthen information sharing and monitoring and early warning, improve the pertinence and effectiveness of policy implementation, and coordinate the promotion of the stable and healthy development of the real estate market.

In particular, it is necessary to seriously investigate and punish real estate development enterprises and intermediary agencies that cooperate with others to falsify, make false reports and conceal reports, etc., to defraud the qualifications of talents to purchase houses.
