Wang Shouwen introduced that on June 1, 2020, the Central Committee of the Communist Party of China and the State Council issued the "Overall Plan for the Construction of Hainan Free Trade Port."
In this plan, the policy system in the field of foreign trade is systematically designed, and the goals to be achieved by 2025 and the step-by-step and phase-by-phase arrangements are also specified.
Since the establishment of the Hainan Free Trade Port, the Ministry of Commerce has actively promoted the implementation of the institutional arrangements for the overall plan and related trade policies, and has taken some measures.
The first is to study and draft a negative list of cross-border service trade in Hainan Free Trade Port.
The drafting of this negative list has been completed, and the corresponding procedures are currently being followed.
The second item is to take the lead in drafting and request the State Council to issue the "Approval on Agreeing to Comprehensively Deepen the Innovative Development of Trade in Services" in August 2020. It is determined to launch a three-year pilot in Hainan and other places to in-depth explore the institutional mechanisms for the innovative development of trade in services. .
For the third item, the Ministry of Commerce and Hainan Province will jointly host the first China International Consumer Goods Expo from May 7th to 10th, and this work is also under intense preparations.

In the field of service trade, in accordance with the requirements of "both access and operation", foreign institutions are explicitly allowed to independently organize foreign-related economic and technological exhibitions other than the words "China", "China", "National", and "Country", and technology import and export are allowed.
