Wang Lunmao, Director of the Investment Promotion Bureau of Beijing Daxing International Airport Airport Economic Zone (Daxing) Management Committee, said at the summit held on the 11th that the industrial planning of Daxing International Airport Airport Economic Zone has been completed, and the Beijing part of Daxing International Airport Airport Economic Zone will be constructed. The "1+2+2" industrial development system with life and health as the leading, high-end hub services and aviation support as the foundation, and new generation of information technology and intelligent equipment manufacturing as the reserve, promotes the integrated development of port, industry and city.
He pointed out that this year, Daxing International Airport Airport Economic Zone will focus on the development of three areas, including the comprehensive bonded zone, the international aviation community, and the international life and health community.
According to reports, the Daxing Airport Comprehensive Bonded Zone was officially inaugurated on November 24, 2020. It is the only cross-provincial comprehensive bonded zone in China, exploring the establishment of China’s first "one system, one tally, one inspection, and one lift-off" efficiency. Customs clearance supervision model to create the highest customs clearance efficiency in China.
The planned area is 4.35 square kilometers, which is divided into two parts: port functional area and bonded functional area.
Among them, the port functional area is located within the red line of the airport with an area of about 0.83 square kilometers; the bonded functional area is located outside the red line of the airport with an area of about 3.52 square kilometers.
Wang Lunmao said that the first phase of the Daxing Airport Comprehensive Bonded Zone is scheduled to be closed for acceptance and operation by the end of 2021. At present, customs checkpoints and operation guarantee facilities have been basically completed.
The reporter learned that the Daxing Airport Comprehensive Bonded Zone enjoys the relevant tax and foreign exchange management policies of the current comprehensive bonded zone after passing the inspection and acceptance.
The main after-tax policies include: Except as otherwise provided by laws, regulations and current policies, foreign goods entering the zone are bonded or exempt; goods leaving the zone and entering the territory and outside the zone shall be subject to customs declaration procedures in accordance with the relevant provisions of the import of goods, and the actual state of the goods shall be levied Taxes can be levied on goods produced and processed according to their corresponding imported materials; goods entering the zone outside the territory are deemed to be exported, and tax refunds are implemented; goods transactions between enterprises in the zone are exempt from value-added tax and consumption tax.
