According to statistics from the Hainan Provincial Department of Commerce, as of March 30, 2021, 2,599 foreign-funded enterprises have handled 5,663 investment-related businesses online through the "single window" system.
In February 2020, under the joint guidance of the Hainan Provincial Department of Commerce and the Hainan Provincial Big Data Administration, Digital Hainan Co., Ltd. was contracted to build the Hainan International Investment "Single Window", which was launched for enterprises based on the province’s integrated online government service platform Provide cross-department, cross-platform, and cross-scenario integrated investment services.
The “Single Window” of Hainan International Investment includes four modules: consulting services, business establishment, project construction, and supporting services. It integrates 20 government service systems from 13 departments, including investment promotion, market supervision, and development and reform, and can handle business establishment registration, change, and 234 investment-related businesses including cancellation, social security registration, tax invoice application, and provident fund registration.
The person in charge of the "Single Window" project of Hainan International Investment said that he will gather the actual demands of enterprises, continuously optimize the business processing process, reduce the processing time limit, and provide more abundant supporting services, so that the "single window" will become the personal nanny and steward of investors.
