  The “Interim Regulations” clarify that the housing provident fund payment rate for flexible employees shall not be less than 10%, and shall not be higher than 24%; the payment base shall not be lower than the minimum wage standard of the previous year announced by the Shenzhen Municipal Human Resources and Social Security Department , Shall not exceed the maximum limit of the housing provident fund payment base set by the state.

Flexible employees who voluntarily contribute to the housing provident fund shall sign a voluntary payment and deposit agreement with the Shenzhen Housing Provident Fund Management Center to exercise their rights and perform obligations in accordance with the agreement.

  The Shenzhen Housing Provident Fund Management Center stated that considering the relative instability of employment and income of flexible employees, when the "Interim Regulations" were drafted, this group of people was given more freedom to choose, and flexible employees should pay and deposit housing provident funds. The ratio and the payment base are independently determined between the upper and lower limits; the "Interim Measures for the Administration of Shenzhen Housing Provident Fund" stipulates that employees of units outside the scope of the payment and deposits pay the housing provident fund through withholding and payment by the unit, the employees may Negotiate with the unit within the prescribed limit to determine the housing provident fund payment base and payment ratio.

  In addition, for flexible employees who pay the housing provident fund, they will accrue interest at the housing provident fund interest rate set by the state from the day the housing provident fund is deposited into their personal account. Within two years of the implementation of the system, their housing provident fund payment shall comply with the voluntary payment agreement. And if the withdrawal and loan business are not handled, a one-time interest subsidy can be given at an annual interest rate of 0.5%; it can be deducted from the taxable income in accordance with the taxation policy of the state.

  If flexible employees need to buy a house in Shenzhen, they must first meet the requirement of having paid and deposited the housing provident fund continuously, on time and in full for more than 12 months (inclusive) before applying for a housing provident fund loan, and the cumulative payment time shall not be less than 36 months, and At the time of application, the personal account is in normal payment status, you can apply for a housing provident fund loan to the Shenzhen Housing Provident Fund Management Center to enjoy low interest loan interest rates.
