At the meeting, a reporter asked: "The 14th Five-Year Plan" is the critical period and window period for carbon peaking. What measures does the National Energy Administration plan to take to promote the steady realization of carbon peaking?

  Zhang Jianhua said that there are still two five years before the carbon peak in 2030, a total of ten years.

The "14th Five-Year Plan" is the first five years, and it is also a critical period for energy low-carbon transition.

The National Energy Administration will focus on taking measures from the following three aspects to accelerate the promotion of carbon peaking.

  One is to vigorously develop non-fossil energy.

By 2030, the primary energy consumption ratio of non-fossil energy will reach about 25%, and the total installed capacity of wind power and solar energy will reach more than 1.2 billion kilowatts.

The National Energy Administration will formulate more active new energy development goals and accelerate the development of wind power and solar power.

At the same time, it is necessary to develop hydropower according to local conditions, actively and orderly develop nuclear power under the premise of ensuring safety, and accelerate the construction of regulated power sources such as pumped storage and new energy storage, enhance the flexible adjustment capability of the power system, and vigorously improve the level of new energy consumption.

  The second is to vigorously promote the green energy use model.

To achieve carbon peak and carbon neutrality, we must take the comprehensive green transformation of economic and social development as the leading, and it is very important to implement green energy use models in key areas and even the whole society.

More stringent energy consumption standards will be adopted to support the promotion of the replacement of non-fossil energy in key industries and fields such as industry, construction, and transportation and the change in energy use methods.

Promote and accelerate the development of new energy vehicles, building photovoltaic integration and other green energy consumption models, and accelerate the replacement of electric energy in heating and cooking energy, and improve the level of electrification of the whole society.

By 2025, we will achieve the goal of reducing energy consumption per unit of GDP by 13.5% compared with 2020, and reducing carbon dioxide emissions per unit of GDP by 18% compared with 2020.

These two goals have been reflected in the "14th Five-Year Plan".

  The third is to formulate and implement more powerful and effective policy measures. In accordance with the unified deployment of the Party Central Committee and the State Council and in-depth implementation of the spirit of the ninth meeting of the Central Finance and Economics Committee, the National Energy Administration is studying the path and task measures to promote carbon peak and carbon neutrality in the energy sector. Key tasks such as high-quality development of energy, construction of new power systems, and development of new energy storage, formulate supporting policies and measures, and at the same time do a good job of linking up the national and provincial "14th Five-Year Plan" energy plans, and take the power of renewable energy into accountability. Targets such as energy saving, emission reduction, and carbon peaking are implemented in the plan. The planning will give full play to the leading role of the plan, consolidate the responsibilities of carbon emission reduction at all levels, and support the places where conditions are able to take the lead in achieving carbon peaks.
