  The "Notice" clearly stated that from 2021 to 2023, the third national survey and collection of crop germplasm resources will be fully completed in three years, achieving full coverage of 2,323 agricultural counties (cities, districts) across the country; launch and complete the third The second national general survey of livestock and poultry genetic resources has achieved full coverage of all administrative villages across the country; the first national survey of aquaculture germplasm resources has been initiated and completed, and full coverage of the main breeding species of all farms (households) across the country has been achieved.

Through this census, we can find out the resources of the family, effectively collect and protect the rare and endangered resources, and realize the collection of all the receivables and the full protection of the guarantees.

  The "Notice" pointed out that agricultural germplasm resources are strategic resources to ensure national food security and effective supply of important agricultural products, and are the material basis for the original innovation of agricultural science and technology and the development of modern seed industries.

With the acceleration of the process of industrialization and urbanization, changes in the climate environment, and the transformation of agricultural planting and breeding methods, the risk of disappearance of local varieties has intensified, and the resources of wild relatives have drastically reduced.

For this reason, it is urgent to carry out the nationwide general survey of agricultural germplasm resources in an organized way, speed up the identification of the family status, carry out rescue collection and preservation, and lay the germplasm foundation for the successful turnaround of the seed industry.

  The "Notice" requires that the census of crops, livestock, poultry, and aquatic germplasm resources shall be uniformly deployed, implemented separately, and promoted as a whole in accordance with the principle of "unified national leadership, local hierarchical responsibility, and joint participation of all parties."

The Ministry of Agriculture and Rural Affairs has established a leading group for the national survey of agricultural germplasm resources, responsible for overall coordination and other specific tasks.

Census offices and technical expert groups have been established in relevant units for the general survey of crops, livestock and poultry, and aquatic germplasm resources to be responsible for the implementation of the general survey, technical support and services.

Provincial-level agricultural and rural departments set up leading groups and technical expert groups, county-level agricultural and rural departments strengthen the deployment of census forces, and strengthen the coordination and unity of census work at the provincial and county levels of the ministry.

  In the near future, the Ministry of Agriculture and Rural Affairs will also organize technical training for the census and issue relevant technical manuals to ensure the smooth progress of the census.
