Sino-Singapore Jingwei Client, March 23. On Monday, Eastern Time, the three major U.S. stock indexes rose across the board, and the Dow rose more than 100 points.

  As of the close, the Dow rose 103.23 points, or 0.32%, to 3,271.20 points; the Nasdaq rose 162.31 points, or 1.23%, to 13,377.54 points; the S&P 500 index rose 27.49 points, or 0.70%, to 3,940.59 points.

  Specifically, most of the major technology stocks in US stocks rose, Intel rose nearly 3%, Apple, Nvidia, Microsoft, and Netflix rose more than 2%.

  Bank stocks fell across the board. JPMorgan Chase fell 2.74%, Goldman Sachs fell 1.44%, Citigroup fell 1.37%, Morgan Stanley fell 1.17%, Bank of America fell 2.21%, and Wells Fargo fell 1.64%.

  Infrastructure stocks were mixed. US Steel and JB Hunter Transportation Services fell more than 2%, while CSX Transportation rose more than 3%.

  Most WSB concept stocks fell, EXPRESS fell nearly 13%, AMC Entertainment Holdings fell more than 10%, Goss Electronics fell more than 6%, Game Station and BlackBerry fell more than 2%.

  Blockchain concept stocks generally fell. Canaan Technology fell by more than 16%, Ebang Communications fell by more than 13%, the Ninth City fell by more than 13%, and Bit Digital and Xunlei fell by more than 6%.

  Most popular Chinese concept stocks fell, e-cigarette company Wuxin Technology fell more than 47%, Litchi fell more than 17%, Futu Holdings fell more than 6%, Pinduoduo, Qutoutiao fell more than 3%, Alibaba fell more than 1%, Wei It fell more than 1%.

Baidu rose 3.36%, Ideal Auto rose more than 2%, and Xiaopeng Motor rose more than 1%.

  On the news, the Ministry of Industry and Information Technology publicly solicited opinions on the "Decision on Amending the Implementation Regulations of the Tobacco Monopoly Law of the People's Republic of China" (Draft for Solicitation of Comments).

According to the explanation of the decision, this amendment to the "Implementation Regulations" will add an article to the supplementary articles as Article 65: "New tobacco products such as e-cigarettes shall be implemented with reference to the relevant regulations on cigarettes in this Regulation."

  In addition, Baidu will be listed on the Hong Kong Stock Exchange on March 23, Beijing time, with the stock code "9888". The maximum public sale price of each Hong Kong offering share will not exceed HK$295, and the highest fundraising will be about HK$31.8 billion.

  In European stock markets, the three major European stock indexes were mixed on the day.

The London Stock Market "Financial Times" average price index of 100 stocks closed at 6726.10 points, an increase of 17.39 points or 0.26% from the previous trading day.

The CAC40 index of the Paris stock market in France closed at 5,968.48 points, down 29.48 points or 0.49% from the previous trading day; the DAX index in Frankfurt, Germany closed at 1,4657.21 points, up 36.21 points or 0.25% from the previous trading day.

  In terms of international oil prices, the New York Mercantile Exchange's April delivery West Texas Intermediate Crude Oil (WTI) futures price rose 13 cents, or 0.2%, to close at $61.55 per barrel.

April WTI futures expire after the close of trading on Monday.

May WTI crude oil futures rose 12 cents, or 0.2%, to close at $61.56 per barrel.

Brent crude oil futures for delivery in May rose 9 cents, or 0.1%, to close at $64.62 per barrel.

  In terms of international gold prices, the most active April gold futures price on the New York Mercantile Exchange gold futures market fell 3.6 US dollars on the 22nd from the previous trading day to close at 1738.1 US dollars per ounce, a decrease of 0.21%.

  The U.S. dollar index fell that day. As of the end of New York trading, the U.S. dollar index, which measures the U.S. dollar against six major currencies, fell 0.18% to 91.7523.
