Investigation and investigation into over 1,500 retirees of the Korea Land and Housing Corporation (LH), whose speculation suspicions are being raised, are circulating, and there are concerns that this is not going to happen.



Because they are not incumbent, it is not easy to consent to personal information or secure evidence, so it is difficult to conduct a full investigation or forced investigation.



The government declared war on speculation and the opposition parties agreed to introduce a special prosecution, but the source of speculation by public officials without questioning the LH retirees could only be a relief.



Most of the 20 LH employees who were screened as speculation suspects by the government joint investigation team were about to retire for more than 30 years after joining the company.



They are known to have invested in the land of the new city to prepare for retirement.



This means that this type of investment has been practiced within LH.



If so, it is highly probable that many of the retired employees made this type of investment when they were in office.



In fact, the Minbyun-Participation Solidarity revealed on the 2nd that LH employees suspected speculation and said, "It was also confirmed that incumbent employees acquired land in a new city jointly with people who are believed to be retired employees."



According to Rep. Kim Sang-hoon's Office of the National Assembly's National Land Transport Commission, there was a specific report that, at the end of July last year, when a retired employee was incumbent at LH Red Whistle (Report Absurdity), he acquired the development information in advance and bought the land in the name of his wife or a third party. However, LH dismissed it because retired employees were not subject to audit.



Head of LH Kim Mo, together with five acquaintances, bought land in Gwangmyeong-si, Gyeonggi-do in January 2018, including former executives who retired in 2015.



This suggests that there may be a number of similar cases with the form of speculation that the incumbent and the former used internal information to push and pull each other.



Therefore, the full picture of the LH crisis cannot be properly understood unless a full investigation is made to the current and retirees.



The number of LH retirees is known to have reached over 1,500 from 2013 to last year, which the government decided to investigate.



Some are raising the possibility that retirees may have invested in the investments of former and current employees to establish a land investment corporation and venture into speculation in new cities, etc.



In this case, only the corporate name remains in the land transaction record, and the crackdown can be avoided.



The Minbyun-Participation Solidarity, which first exposed allegations of speculation, insists that it can be a true investigation only when retirees are included in the thorough investigation.



Lee Kang-hoon, an executive member of the People's Hope Headquarters of the Participation Solidarity, said, "I guess it is quite possible that LH employees with a high age group have gone out of their way." They may have exchanged information."



Minister of Land, Infrastructure and Transport Byun Chang-heum said at a briefing on the 4th that "the retiree is a civilian, so there is a limit to the investigation, but if abnormal land transactions are detected during the entire investigation, we will devise additional investigation measures."



However, the issue of retirees was not mentioned in the announcement of the results of the first survey by the government joint investigation team on the 11th.



In reality, it is also true that investigation and investigation of retirees is not easy.



Incumbent LH employees or public officials may request consent to the use of personal information belonging to the person who is directly related to the person for a thorough investigation, but retirees cannot be forced to do so because they are ordinary people.



It is also difficult to investigate before suing, accusation, or clear charges of violating actual laws.



Attorney Kang-Hoon Lee said, "The government is conducting a full investigation of public officials, but it is difficult to conduct a full investigation of retirees who have become general public without the consent of the parties," he said.



An investigative executive at the front line police station in Gyeonggi Province, which is investigating allegations of speculation in the new city, said, "Just investigating the suspicions of the bursting current LH employees, local government officials, and their families is a burden to the work, and to former LH employees unless there is a clear suspicion. It is true that the hand does not work," he said, "if the investigation of the current job progresses to some extent, the investigation of the former job will be possible."



However, it is unclear whether speculators will be properly identified if the investigation begins in earnest.



On the 9th, the Gyeonggi Southern Police Agency conducted seizure and search of homes of only 13 incumbent out of 15 people accused of speculation.



It seems that the two former employees did not catch the charges necessary for the forced investigation.



In order to bind them under the Special Public Housing Act or the Anti-Corruption Rights Violation Act, it is necessary to prove that they have used'business secrets', but this is not the case because they are retirees.
