The notice pointed out that in 2020, postal administrations at all levels across the country will conduct a total of 91,000 administrative law enforcement inspections on the postal market, inspect 58,000 market entities, investigate and rectify 4,867 violations of laws and regulations, and handle 4,548 postal market administrative penalties.
Throughout the year, postal administrations at all levels handled 2,143 safety supervision cases in the postal industry, 1,411 express market access management cases, 780 express service quality supervision cases, 158 ecological environmental protection supervision cases, and philatelic market supervision cases 26 cases, 17 cases of postal supplies and appliances market supervision, and 13 cases of express market order management.
Among the postal market administrative penalties throughout the year, 34 postal administrative departments at all levels issued warnings in accordance with the law; 3,784 administrative fines were imposed, of which 132 were imposed with relatively large fines of more than 30,000 yuan; 730 were ordered to suspend production and business.
Among the administrative law enforcement cases in the whole year, the top ten illegal acts involved were: opening an express delivery terminal failed to file 640 cases as required, accounting for 14.07%; failing to submit 578 real-name receipt and mailing information as required, Accounted for 12.71%; 551 cases of violation of express service standards, accounting for 12.12%; 430 cases of preservation of monitoring data that did not meet the prescribed time limit, accounting for 9.45%; 268 cases of non-implementation of the acceptance inspection system, accounting for 5.89%; failure to comply with regulations Submitted 244 express business license annual reports, accounting for 5.36%; 204 cases were not filed for branch establishment, accounting for 4.49%; 189 cases were not sorted according to regulations, accounting for 4.16%; and the agreement users were not notified in writing as required There are 158 environmental protection requirements for packaging supplies and adhesive tapes, accounting for 3.47%; 139 real-name receipt and delivery information are not entered in time, accounting for 3.06%.
