The purpose is to strengthen the management of outdoor advertising facilities, plaques and slogans in Beijing, rationally plan the use of urban space resources, and maintain the urban landscape.

  The second review of the draft expanded the definition of outdoor advertising facilities and added the content of bus body advertising.

The outdoor advertising facilities in the second review of the draft refer to light boxes, neon lights, electronic display devices and other vehicles that are installed on buildings, structures, outdoor venues, urban rail transit facilities, and public transportation vehicles. New outdoor advertising facilities cannot be built in areas not covered by the plan.   For this reason, the second review of the draft requires that in built-up areas that have not yet been planned, the planning of outdoor advertising facilities in the block should be completed within three years after the implementation of the law.
