She believes that there are still some shortcomings in the development of my country’s transportation. Compared with motorized transportation forms such as railways, highways, and civil aviation, the development of slow traffic has not received due attention for a long time, and the slow traffic space has been severely compressed. The lack of interconnection in slow traffic is not conducive to more alternative high-carbon travel modes.

At the moment of transforming the energy structure of transportation and ensuring that the carbon peak target is achieved on schedule, there is an urgent need to strengthen the development of the slow transportation system.

  Zhu Huiying pointed out that slow traffic runs through every corner of urban and rural public spaces and is the main way for the public to travel for short distances. It is indispensable and irreplaceable. In an international metropolis like Beijing, more than 40% of the travel distance is 5 Km below.

The travel demand of the public has promoted the continuous development and growth of my country's slow-moving traffic. Only the number of electric bicycles has exceeded 300 million, the annual sales volume has exceeded 30 million, and the average daily trip has exceeded 700 million, which is the transportation mode with the largest number of trips.

  However, what does not match the strong travel demand is that my country has not yet achieved effective supervision of non-motorized vehicles and sufficient collection of terminal travel information for residents, and the optimization of the urban and rural transportation system lacks a key link; a large number of electric bicycles that do not meet the national mandatory standards Driving on the road, road safety and charging fire accidents frequently occur, seriously threatening the safety of people's lives and property.

  In recent years, under the background of strong residents’ short-distance travel demand and traditional slow-moving vehicles lagging behind the times, the shared two-wheel travel industry has emerged as the times require. The ownership and use rights of vehicles have been segmented and the intensive and economical use of resources has been improved. Level; more intelligent technology applications are conducive to obtaining terminal travel information and provide data support for optimizing urban transportation planning; low-carbon, green and environmentally friendly travel characteristics also help my country’s carbon peak goals to be achieved on schedule.

  Zhu Huiying gave a set of data, pointing out the contribution of shared bicycles to residents' travel, energy conservation and emission reduction after the launch.

In just five years from 2016 to the present, the number of operating vehicles in the shared two-wheel travel industry has exceeded 20 million, and the average daily rider has exceeded 60 million. It is close to the average daily passenger volume of the subway in mainland China, and only one of them travels. It has provided travel services for nearly 500 cities and more than 400 million users in China, and has reduced carbon emissions by more than 3 million tons in the four years since its establishment.

  Zhu Huiying also pointed out that Internet rental electric bicycles can also help to solve a number of problems that have long plagued the regulatory authorities: eliminate excessive electric bicycles, promote the implementation of the "new national standard" of electric bicycles in my country; realize full monitoring of vehicle conditions and riding behavior, and comprehensive Improve safety and effectively reduce the incidence of road traffic accidents; the standardization of power batteries and the power consumption mode of "centralized charging and replacement of charging" provide a solution for preventing fire accidents caused by private charging.

However, there are still many problems in the current industry management, which severely restrict the shared two-wheel travel industry to play a greater role, which is not conducive to the development of the urban and rural slow traffic system.

  Finally, Zhu Huiying also suggested that the competent authorities of the ecological environment and transportation should pay attention to the positive role of the industry in reducing carbon emissions, study and determine the methodology for quantitative analysis of carbon emission reduction in the industry, incorporate the industry into the carbon emission trading market, and encourage enterprises to give full play to the industry and The platform advantage effectively guides hundreds of millions of cycling users and promotes the formation of a green, low-carbon and environmentally friendly lifestyle for the whole society.
