Today (March 3), the Ministry of Transport issued the "Outline for the Medium and Long-term Development of Rural Highways."
By 2035, my country will form a rural road transportation system with "reasonable scale and structure, high-quality facilities, standardized and effective governance, and high-quality transportation services". The total mileage of rural roads will exceed 5 million kilometers.
The "Outline" clarifies that my country's rural roads generally follow the road standards of grade three and above, and promote the construction of convenient and efficient rural road backbone road networks and inclusive and fair rural road infrastructure networks with townships and major economic nodes as the network.
According to the requirements of the "Outline", the Ministry of Transport will speed up the establishment of a rural passenger transport government purchase service system, adopt urban and rural buses, scheduled shuttle buses, regional operations or appointment response and other passenger transport organization modes according to local conditions, and accelerate the realization of a complete rural passenger transport network with conditions. Cover and promote the integrated development of urban and rural passenger transport.
The "Outline" clarifies that the transportation department should continue to support rural road development through existing channels such as vehicle purchase tax funds, central infrastructure investment, and refined oil tax reform transfer payments, and further consider rural road management and maintenance factors in the central balanced transfer payment. Increase the funding support for public finances at the provincial, municipal and county levels, and implement the inclusion of rural road maintenance funds and management agency operating expenses and basic personnel expenditures into the general public financial budget.
