Tuesday morning, the Minister of Labor brings together unions and employers to present them with the unemployment insurance reform proposal defended by the government.

A reform which the unions strongly opposed in a joint declaration last week, despite some relaxations. 

This is a key step in the reform of unemployment insurance.

Tuesday morning, the Minister of Labor Elisabeth Borne brings together - in videoconference - the unions and employers to present them the avenues that the government intends to implement, following the consultation opened with them last September.

Postponed twice due to the health crisis, the reform will therefore accelerate this time….

Despite unanimous opposition from the unions, which, extremely rare, issued a joint declaration against the reform last week.

"We must go to the end of this reform. The employers 'and unions' organizations will see that the comments have been taken into account, and that we are ready to adapt it to take into account the situation of the labor market," insisted Elisabeth Borne, last week on Europe 1.

Some relaxations planned

The Minister of Labor therefore plans to relax certain parameters of the reform.

For example, access to compensation when losing a job will be more restrictive, as expected, but not for young people.

They should continue to benefit from the current rules, i.e. having worked four months in the last 28 months, as long as the labor market does not improve.

Second point of development: the degression of allowances for high salaries over 4,500 euros gross per month.

It would not be from the seventh month of compensation, but from the ninth.

Here again, this easing will be in effect as long as the situation is tense on the labor market.

A new method of calculating the amount of allowances 

Another measure is much criticized: that of the new method of calculating the amount of allowances.

It results in a drop in monthly compensation for people who alternate between short contracts and periods of unemployment.

This method of calculation will finally be implemented with a floor.

But on this point, the government had no choice since the Council of State ruled last November that the reform went too far.

The unions are aware of these relaxations.

But it is the very principle of the reform that they dispute, in particular the underlying idea that a reduction in allowances would encourage a more rapid return to employment.
