  Regarding the issue of additional service fees for the Spring Festival, Sun Wenjian pointed out that during the Spring Festival, some online car-hailing platforms provide incentive red envelopes to drivers who insist on service, and according to the supply and demand relationship such as time period and mileage, an additional 1-10 yuan per order will be charged. "Spring Festival service fees" are all issued to drivers, encouraging drivers to stick to their service positions during the holidays.

  Sun Wenjian said that the online car-hailing platform charges additional "Spring Festival service fees" and should adhere to the following principles:

  First, the "Spring Festival service fee" determined by the online car-hailing platform should be moderate and reasonable.

  Second, the online car-hailing platform must announce to the public the relevant rules of the "Spring Festival service fee" in advance, and no temporary additional charges are allowed.

  Third, the "Spring Festival service fee" should be paid to the driver in full, and the online car-hailing platform shall not be commissioned.

  Fourth, online car-hailing platforms should strengthen capacity organization and dispatch and driver education and training, and severely crack down on unauthorized charges to ensure safe, convenient and comfortable travel for passengers.

  Regarding the issue of inaccurate billing of online car-hailing orders, Sun Wenjian said that he will give full play to the role of the inter-ministerial joint meeting system for collaborative supervision of new forms of transportation, follow up and pay attention to the problems related to the timing and price behavior of online car-hailing platforms, and take multiple measures. Simultaneously regulate the healthy development of the online car-hailing industry.

  The first is to cooperate with market regulatory authorities to strengthen the supervision and management of online car-hailing metering and price behavior, and urge online car-hailing platform companies to effectively fulfill their corporate responsibilities, ensure accurate metering and timing pricing, and safeguard the legitimate rights and interests of consumers.

  The second is to urge all online car-hailing platform companies to implement the relevant regulations on the open platform pricing mechanism and dynamic price increase mechanism, and the price adjustment mechanism will be announced to the public at least 7 days in advance and accept public supervision.

  The third is to give full play to the role of social supervision, solve the problems reported by the public in a timely manner, jointly promote the modernization of the industry governance system and governance capabilities, and promote the standardized development of the online car-hailing industry.
