The construction of a light railroad in Siheung District, Gwangmyeong, to Sindorim Station in Seoul, is expected to improve traffic conditions in nearby areas.



The following is a question-and-answer between Minister of Land, Infrastructure and Transport Yoon Sung-won and Kim Gyu-cheol, head of the Public Housing Promotion Division, who announced plans to designate new housing sites such as Gwangmyeong Siheung District on the 24th.



Q. Currently, there is a need to stabilize housing prices in Gangnam, Seoul. Isn't it difficult for Siheung, Gwangmyeong to exert a great influence in the southwest region?



▲ Currently, the 3rd new city is not large in southwestern Seoul.

Siheung, Gwangmyeong, is located 1km away from Seoul and is expected to absorb a lot of demand for housing in Seoul.

Gwangmyeong Siheung is very close to Seoul even compared to the 1st and 2nd new cities, so it has a good location and a large scale.

I believe that if the infrastructure is well established around the railroad by preparing transportation measures, it can sufficiently absorb Seoul demand.



Q. What is the specific plan for the Gwangmyeong Siheung District Urban Railroad?



▲ An efficient way to alleviate the inconvenience of metropolitan transportation in Siheung New City, Gwangmyeong is to establish a metropolitan railway network.

A railroad network connecting North and South Korea will be built, and details will be decided while preparing wide-area transportation measures in the district planning stage.

As for the railroad method, considering the demand, etc., the light rail method is expected to be the dominant.

The starting point and the ending point need to be analyzed for demand, but we are considering how to connect Sindorim Station to the north and KTX Gwangmyeong Station or Hakon Station on the Sinansan Line to the south.

It will be linked with subway lines 1, 2 and 7, the Sinansan Line, and the GTX-B.



Q. I know that Siheung Gwangmyeong fell into the last minute when the 3rd new town was announced, but there was also a saying that it was due to the backlash of residents of the old city center.

How will this be resolved?



▲ Before the announcement of the new city, several candidate sites are internally reviewed, but it is not true that Siheung, Gwangmyeong was the planned site at the time.

Siheung was announced this time because it has been promoted as an individual project since it was designated as a special management area until now, but the progress of the project was sluggish and there were many requests for integrated development by the government.

Local governments also requested integrated development at the government level.



Q. In Siheung District, Gwangmyeong, there is a lot of resistance from local residents.



▲ In the past, the Bogeumjari housing project was promoted, but afterwards, it was designated as a special management area, and individual settlement maintenance projects were promoted, but it did not work well.

At the level of the local residents' countermeasure committee, the government has officially requested integrated development.



Q. Originally, the Bogeumjari project in Siheung District, Gwangmyeong had a housing supply of 98,000 units, but why was it reduced to 70,000 units?



▲ The reduction compared to the existing Bogeumjari housing is because distribution complexes, industrial complexes, and some public housing districts have already been developed in the district.

The area has decreased a lot, excluding military units and some roads in the Bogeumjari District.



Q. When is the time to move in to this new residential area?

Is the schedule of the remaining new housing sites to be announced in April similar?



▲ Sales from 2025, but advance subscription is scheduled to begin in 2023.

The second housing site to be announced in April will be promoted on a similar schedule.

It is difficult to confirm the move-in date and disclose it, but as the best way to alleviate anxiety about the supply and demand of housing is to expand the housing supply, we are trying to speed up pre-subscription, sales, start of construction, and move-in as much as possible.



Q. What is the proportion of the amount of pre-subscription in 2023 for the site announced this time?



▲ At present, it is difficult to say how much we will supply with advance subscription.

To avoid repeating past problems, pre-subscription will have to be done with some progress in district planning or compensation.

In 2023, it is expected that the district plans of these regions will proceed.



Q. How is the development of the site for the Seoul Public Procurement Service announced in the August 4th measure last year?



▲ The Seoul Public Procurement Service site is undergoing discussions to select a temporary relocation building.



Q. This is the first announcement of the designation of new housing sites. How many housing sites will you announce in the second announcement in April?



▲ The number of districts is currently being discussed, so I cannot tell you here today.

The amount of supply through the new housing sites announced in the second and fourth measures was 263,000 nationwide, of which 13,000 were supplied by the Happy City and the remaining 250,000 had to be located.

The 250,000 units are 180,000 units in the metropolitan area, and 70,000 units in the local area. The position remains.



Q. What type of housing will you provide to the Daejeo District in Busan?



▲ As it is adjacent to a special R&D zone, we plan to supply the youth entrepreneurship housing as much as possible to function as a residential area behind the special zone.



Q. The 3rd new town is also experiencing business disruption due to residents' opposition?



▲ It is true that there was opposition from residents at the initial stage of the announcement, but we interviewed more than 150 times and actively communicated, and now we are receiving a great deal of cooperation and the backlash has decreased a lot.

We plan to actively solve problems by collecting opinions from residents of Siheung, Gwangmyeong, Busan, and Gwangju as much as possible.



Q. When will the wide-area transportation measures for these housing sites be finalized?



▲ Based on the announcement, we plan to confirm it as soon as possible in consultation with related organizations and local governments.

When the district is designated at the beginning of next year, wide-area transportation measures will be finalized before the establishment of the district plan.
