Yangpu Economic Development Zone, as a national-level economic development zone in Hainan, has gone through four stages in its development in the past 30 years.
At present, Yangpu's important mission is to become a pioneer and demonstration zone for the construction of China's free trade port, and to become a growth pole for high-quality development in Hainan Province.
Under the background of the construction of the free trade port, Yangpu should focus on the three articles of "base, channel, and platform".
The base is the high-tech industrial base; the channel is the shipping hub of the new land-sea channel in the west; and the platform is the platform for comprehensively deepening reform and opening up.

Last year, Yangpu accelerated the implementation of the free trade port policy. Among them, the effects of several policies are accelerating:
For example, the registration port policy of "China Yangpu Port" has registered 25 international shipping vessels since June 1 last year, attracting more than 80 shipping companies and shipping turnover of 218 billion ton-kilometers, which has played a role in attracting international ships to return.
The policy of "first-line" liberalization and "second-line" management in the bonded port area is implemented, and the public information service platform has launched the functions of direct release of first-line imported goods and unilateral declaration of second-line goods out of the zone, so that enterprises can truly enjoy the benefits of the first-line liberalization policy. The benefits create the conditions.
The policy for bunkering of bonded oil for domestic and foreign trade on the same ship (in the country) has been implemented. Currently, 6 tests have been carried out, with a total of 2539 tons of bunkering.
At present, all channels of this policy have been opened up and will be fully implemented after the implementation details are announced.
The export tax rebate policy for newly-built domestic ships engaged in international transportation has been implemented. One ship has completed a tax rebate of more than 20 million yuan, and four ships are undergoing tax rebate procedures.
The effect of the implementation of the new offshore international trade business is very good.
Since the launch of the first business in September last year, the total offshore international trade volume of US$1.135 billion has been completed by the end of last year.
As a unique policy of the Free Trade Port, Hainan allows overseas science, engineering, agriculture and medical (high-level) universities to independently run schools.
Yangpu successfully introduced the Bielefeld University of Applied Sciences in Germany and has signed a contract.
It should be said that the free trade port policy has fully demonstrated its policy advantages in Yangpu within half a year, gradually showing strong policy dividends, and injected strong impetus into the development of Yangpu and Hainan.
Driven by the free trade port policy dividend, Yangpu's economic indicators have risen rapidly.

Secondly, Yangpu has stepped up its efforts to attract investment in the bonded port area, and especially prioritized the introduction of projects that adapt to the free trade port policy, and also conducted stress tests.
For example, using the policy of tax exemption for processing value added by more than 30%, attracting a large number of enterprises in health food, high-tech, bonded maintenance, and tourist consumer goods manufacturing, currently 20 projects have started construction.
At the same time, we optimized the planning and layout of the bonded port area, and reasonable functional zoning created better conditions for the project to land.
In 2020, a number of economic indicators in the Yangpu Bonded Port Zone will double, with 502 newly established enterprises, an increase of 35 times (yoy); total operating income of 45.1 billion yuan, an increase of 20 times (yoy); investment in social fixed assets 2 billion yuan, an increase of 30 times (year-on-year); tax revenue of 100 million yuan, an increase of 7.4 times (year-on-year); foreign trade 2.1 billion yuan, an increase of 4.6 times (year-on-year).
The growth rate is very fast compared to before. Of course, we must objectively see that our base number is relatively small, and we are both happy and urgency to multiply.
This year, we still need to make greater efforts to achieve a "double increase" on the basis of last year and build a "model room" for the free trade port.

Yangpu is located in the core area of the Beibu Gulf. It is the outlet of the new western land-sea channel. It is an international container hub port in the western land-sea new channel area. Therefore, Yangpu is at the intersection of Southeast Asia and South China, and its geographic location is very important.

Investment and other indicators have set relatively high targets.

In the next five years, we hope to build three industrial clusters exceeding 100 billion yuan.
