The CDU Economic Council is calling for an immediate entry into the opening after the lockdown.

The association has drawn up a three-stage plan for this, which WELT has at hand.

"With the slowdown in the chains of infection and the accelerated increase in the number of recovered citizens, the federal and state governments now have the chance to enter the exit from the lockdown phase," said the Secretary General of the Economic Council, Wolfgang Steiger, WELT.

"After months of enormous stress, consistent and reliable measures are now needed to reopen the economy and offer people planning security."

The Economic Council does not want to base the opening steps solely on the incidence, but rather find nationwide uniform regulations that incorporate further criteria.

The association expressly speaks out against different approaches in different federal states or regions.

However, the Economic Council's plan remains very vague when it comes to the specific criteria for further opening steps.

“Social, societal and economic impacts on the individual and the general public” must be included, the paper says.

"For this purpose, incidence values ​​could be validated with the help of a dynamic factor and determine the degree of freedom in three stages."

This factor should "include the respective utilization of the intensive care capacities, the number of reproductions, the so-called R value, and other epidemiological aspects such as the occurrence of mutations, the situation of the health service and, in the future, the vaccination rate in the decision on opening steps", it says .

The Economic Council does not propose where exactly the limit values ​​of this factor should be, which would allow further opening, that is the task of politics.

It is clear, however, that the first stage of reopening must now begin.

In this first phase, the paper already provides for easing, some of which go beyond what the federal and state governments have announced so far.

The Economic Council is calling for schools to be reopened, starting with primary schools.

But museums, memorials, libraries and other cultural institutions should also reopen with hygiene concepts.

Zoos, facilities for individual sports and hairdressers should also open.

In addition, self-tests would have to be introduced and vaccination efforts increased.

“The further health risk, especially for older people, and the continued economic damage in large parts of the economy can only be limited by a successful vaccination campaign.

The target date in September is not too ambitious, ”says the paper.

With financial incentives, the state should ensure that the manufacturers of the vaccine work together with competitors and thus increase the production volume.

The Corona warning app must also be changed at the expense of privacy.

The Economic Council demands "that the technological potential must be exhausted in order to effectively trace infection chains," says the paper.

"The best support for the health authorities in tracking contacts would be a corona warning app, which has health protection and not data protection as its top priority." For this purpose, laboratories should report positive test results and warn contact persons who use the app.

So far, users of the app have had to voluntarily report a positive result themselves.

In the second opening stage, from which it remains unclear when it should apply, the Economic Council proposes at the same time the opening of the entire retail trade, catering and hotel business.

Sports events without spectators should then be allowed again, fitness studios and swimming pools should be opened and the number of permitted private contacts should be increased.

In the third stage, all contact restrictions should then be removed, the country should then "go into full normal operation", only the AHA rules for distance, hygiene and masks should continue to apply until the vaccinations are completed.
