An official internal report of the German Parliament warns about the growth of the debt of countries such as Spain and Italy, but rejects that it can be forgiven since this violates both the letter and the spirit of the Treaty on the Functioning of the European Union.
"To forgive debt is prohibited in the Treaties and this prohibition is essential to guarantee price stability and the independence of the European Central Bank," says the report that EL MUNDO has had access to.
