Excessive commercialization: blind spots and difficulties in industry management

  In the face of huge interest temptation, the excessive commercialization of the medical aesthetics industry has led to many safety problems. The accidents that occurred due to medical aesthetics, especially fatal accidents, have aroused great social concern.

As a member of the medical and health team of the Central United Front Work Department's non-party intellectuals' expert group of advice and suggestions, the author submitted "Recommendations on Comprehensive Treatment of Medical and Beauty Disorders" in November 2019.

In April 2020, the General Office of the Health Commission and other units jointly issued the "Notice on Further Strengthening the Comprehensive Supervision and Law Enforcement of Medical Beauty."

Nevertheless, there are still management blind spots and difficulties that need attention.

Therefore, the author suggests strengthening the comprehensive management of medical and aesthetic chaos from the following three aspects.

  First of all, it is necessary to complete the medical beauty project manual as soon as possible.

  At present, there is a lack of detailed descriptions of the specific service items of medical cosmetology, which is not conducive to the common people to make correct market choices, and the legality of medical items provided by relevant medical cosmetology institutions cannot be monitored.

Whether it is based on the rapid and healthy development of the entire medical cosmetology industry or on the protection of consumers' rights and interests, it is urgent for relevant departments to organize experts and scholars as soon as possible to clearly define the various items of medical cosmetology.

Moreover, detailed manuals of these items must be promulgated so that non-medical professional law enforcement officers can quickly and clearly make judgments during law enforcement.

At the same time, a long-term management mechanism must be established, and the manual will be updated regularly according to changes in medical beauty items.

  Second, we must standardize the charging system for medical beauty items.

  Most medical aesthetics institutions are opaque and undisclosed in their fees for medical aesthetics, which often mislead consumers and are fraudulent.

It is recommended to organize experts to demonstrate the charging operation and management of different types of medical aesthetics institutions including public hospitals, standardize the charging standards of various medical aesthetics projects, and give public hospitals sufficient operating space.

Related industry websites should also regularly disclose the guiding prices of medical and aesthetic projects to the public.

  Third, it is necessary to establish a plastic surgery talent training system to improve the level of medical aesthetics.

  If medical aesthetics doctors do not have professional knowledge and professional medical aesthetics technology, medical accidents will occur frequently, so the industry risks in plastic surgery should be highly regarded.

In the medical aesthetics industry, both public and private hospitals have raised the issue of talents.

It is recommended to implement a plastic surgery specialist training system as soon as possible to improve the medical service level of practitioners in the entire industry.

According to the objectives of specialized training, the existing large-scale regional plastic surgery centers can be used to establish a national standard training base for plastic surgery specialists, and to formulate supervision and evaluation methods with reference to the management model of the standardized training base for residents.

At the same time, pay attention to the role of social groups such as the Chinese Medical Association Plastic Surgery Branch, the Chinese Medical Doctor Association Cosmetology and Plastic Surgery Branch and other social groups in technical guidance, reflecting appeals, etc., and adopt multi-supervision and multiple evaluation methods to supervise and evaluate the implementation of the standardized training system for plastic surgery specialists effect.
