To the remark that many partners of Germany are against the project, Scholz noted that "there are difficulties."

However, according to him, the European states have explained in detail that this is their issue and that "they do not want others to intervene." 

Earlier, the German Foreign Ministry said that the governments of a number of EU countries have proposed in the past to include the project in the discussion on sanctions against Russia, but Berlin's position remains unchanged.
