Not fast, uniform and user-friendly: This is how the population would like to be informed about the corona vaccinations.

For example, a central notification letter was initially planned in Bavaria.

But then it became clear to the state government under Prime Minister Markus Söder (CSU) that the responsibilities lie at the municipal level.

Therefore not only the operation of the vaccination centers was put out to tender locally.

Now the districts and cities also have a say in how, when and by whom with what content they have their information letters printed and sent.

One example is the Bavarian district of Tirschenreuth, where the dispatch of the information letters was delayed by over a week, as a spokesman confirmed.

The federal structures of Germany, paired with differing data protection regulations, contribute to the fact that the fight against the corona pandemic not only results in different approaches by the federal states.

It is even more detailed, at the level of the rural districts and urban districts.

In Bavaria, for example, around 50 of the 71 districts have their Corona info letters printed by the experts at the Institute for Communal Data Processing in Bavaria (AKDB).

Because people over 80 should be vaccinated first, it would be optimal to inform them first.

But not every federal state has the legal basis for using the state registration registers with dates of birth.

These are complex structures because, in addition to the Federal Registration Act, how the registration registers can be used also depends on the implementation laws in the federal states.

In some federal states, such as Lower Saxony, there is no legal basis for access.

In others, such as Bavaria, the Ministry of the Interior allows the evaluation of cover letters for each age group.

However, it is again not permitted to link population register data with health data - as is the case when registering for online vaccination portals if a vaccination is desired.

To stay with the Tirschenreuth example: First of all, 5,400 vaccination letters should be sent by January 18th at the latest.

Then the dispatch was delayed by seven days because of the flood of inquiries from the service provider AKDB, as a spokesman for the district explained.

There are no vaccination dates in the information letter - not all of them can be vaccinated.

Three ways to get the vaccination appointment

"This cover letter provides information about the possible reservation for vaccination.

Vaccination appointments will only be given to the registered citizens if the vaccination center can draw up a vaccination plan that can be adhered to if the vaccine is available, ”it says on request.

A spokesman for the Bavarian data and print service provider AKDB points out the advantages of being able to link age, names and addresses through constantly updated population registers.

This can prevent the deceased from receiving a corona info letter, as happened in some federal states.

In addition, the information letters could be sent out in scales to avoid a sudden overload of the hotline.

Because for the citizens of Tirschenreuth and Bavaria there are three ways to get the vaccination appointment.

Via an online registration on a special website www.impfzentren.bayern with subsequent booking of an appointment via SMS including PIN on the mobile phone or email - as well as via the nationwide uniform telephone number 116 117, which then forwards to the responsible vaccination center.

But how many old people know about SMS and have an email address?

One of the special features is that spouses cannot use a common email address when registering for vaccinations.

Everyone needs their own.

Often children or grandchildren have to help to find their way through the jungle of registrations.

Partly had to be improved.

For example, the city of Munich has added a separate hotline for the elderly to its contract to operate a vaccination center with the Aicher Group.

The call for tenders literally states: "Since older people in particular do not all have the opportunity to register on the Internet, the telephone hotline must be expanded as a service, especially for the group of over 80s."

For the operators of the vaccination centers there are often millions in orders.

For example, the vaccination center commissioned by Johanniter-Unfall-Hilfe in the Weilheim-Schongau district, including mobile vaccination teams, costs 1.8 million euros.
