Tiandi stated that the Measures regard all types of information used to determine the credit status of individuals and enterprises to provide services for financial and economic activities as credit information, and use credit information to make portraits and evaluations of individuals and enterprises as credit investigation services. , Clarified the scope and boundary of credit information and credit investigation business from the use.

  Tian Jin said that in recent years, with the rapid development and application of new technologies such as artificial intelligence, blockchain, cloud computing, and big data, the use of digital means to explore new models of credit investigation services has further broadened the scope of credit investigation services and provided diversification. At the same time of service, problems such as illegally engaging in credit investigation business and infringing on the rights and interests of information subjects have become more prominent.

  He further pointed out that after the introduction of the above-mentioned measures, the central bank will strictly investigate and punish illegal credit investigation activities in accordance with laws and regulations, regulate the development of the credit investigation market, and put the credit investigation industry on the right track of compliance, fair competition, and high-quality development.

At the same time, the Measures stipulate that the financial credit information basic database engaged in credit investigation business shall also be implemented with reference to these Measures.

For institutions engaged in credit business, reporting or querying credit information to the basic financial credit information database shall also be implemented with reference to these Measures.

The promulgation of the measures will help the healthy development and compliance operation of the basic database of financial credit information.
