The registered information must be true and valid and consistent with the written materials provided during the subscription process.

  The "Notice" pointed out that real estate development enterprises can only freeze the subscription funds of buyers who enter the control area of ​​the notarization lottery, and the subscription funds must be frozen in the buyer's own account.

If the house is not selected successfully, the subscription funds must be released within three working days; each real estate development enterprise shall revise and improve the "Subscription Form" used by the enterprise according to the model text, which can violate the principle of good faith, circumvent real estate control policies, and falsify Such acts are listed as breaches of contract; those that are illegal shall be investigated and dealt with in accordance with the law by the housing construction department in conjunction with relevant departments.

  The "Notice" stated that real estate development enterprises and real estate brokerage agencies may, in conjunction with relevant commercial banks, provide the purchaser's valid identity certificate, household registration, marital status, and family member certification materials; the purchaser's social insurance or individual tax list materials; the purchaser's income Strictly check the eligibility information such as certification, credit report, source of purchase payment, and bank statement of the past one year or more.

  In addition, for buyers whose debt service income ratio does not meet the requirements, the real estate development enterprise shall reasonably assess the risks and adopt methods such as dismissal.

Buyers who commit fraud, provide false certifications and other violations of regulations shall refuse to accept their application for purchase of a house and report to the housing construction department of the jurisdiction in a timely manner.

Real estate development companies, real estate brokerage agencies, etc. need to publicize relevant policy documents at the sales site and business premises, perform the obligation of notification to the purchaser in a timely manner, and answer the policy questions raised by households on the qualifications for purchasing a house.

  For buyers or related persons responsible for violating relevant regulations, the housing construction department will stop relevant personnel from using the Shenzhen "House Purchase Intention Registration System" and the contract online signing system for three years; stop relevant personnel from purchasing and renting affordable housing and talents in Shenzhen Housing qualifications for three years; those who have been on the public housing waiting list shall be cancelled their waiting qualifications; the qualifications for housing provident fund loans of relevant persons in Shenzhen shall be suspended for three years.
