Currently, Zhongguancun owns 45 Haichuang Parks and has attracted more than 6,000 overseas talent start-up companies.

Haichuang enterprises that meet the relevant conditions can also be included in the Zhongguancun Industry Alliance "Convoy Action" and quickly integrate into the Zhongguancun industrial ecological chain.
To help carry out equity financing, strengthen risk subsidies, and reduce financing costs. In terms of broadening the financing channels for Haichuang projects, the "Opinions" will also provide funds to Haichuang Park that helps overseas talents to start businesses from overseas to Zhongguancun within 3 years and obtain a certain amount of financing stand by.
In terms of improving the work system of Haichuang Park, the "Opinions" clarified the main functions of Haichuang Park to attract and support overseas talents to start businesses in Zhongguancun, and formulated the establishment of "Haichuang Home" in Haichuang Park in terms of optimizing the entrepreneurial environment for overseas talents. , Support Haichuang enterprises to participate in the construction of "One Belt One Road" related projects, gather international high-end innovative resources to carry out a series of measures such as international exchanges and cooperation.
The "Opinions" will also focus on supporting the development of outstanding overseas talents in Beijing, such as promoting the opening of a centralized application channel for overseas students to settle in Beijing in Haichuang Park.
