The meeting pointed out that at the historical juncture of striding forward to the second centenary goal, consolidating and expanding the results of poverty alleviation, comprehensively promoting rural revitalization, and accelerating the modernization of agriculture and rural areas is a major issue related to the overall situation that requires great attention.
We must use the power of the whole society to promote rural revitalization, promote high-quality and high-efficiency agriculture, livable and workable rural areas, and prosperous farmers.
The meeting pointed out that the depth, breadth, and difficulty of the comprehensive implementation of the rural revitalization strategy is no less than that of poverty alleviation. It is necessary to strengthen the top-level design, and use more powerful measures and gather more powerful forces to advance.
In order to comprehensively promote rural revitalization, the meeting proposed seven measures.

Second, we must strengthen rural ideological and moral construction, and promote rural customs and changes.
Third, we must strengthen the construction of rural ecological civilization, promote the prevention and control of agricultural non-point source pollution with the spirit of nails, and strengthen the control and restoration of soil pollution, groundwater overexploitation, and soil erosion.
Fourth, we must deepen rural reforms, accelerate reforms in key areas and key links in rural areas, and stimulate the vitality of rural resource elements.
Fifth, we must implement rural construction activities, continue to focus on public infrastructure construction in rural areas, continue to make efforts to promote the equalization of basic public services in urban and rural areas, and continue to promote the improvement and improvement of rural human settlements.
Sixth, it is necessary to promote the development of urban-rural integration to achieve practical results, improve the system and mechanism of urban-rural integration development, promote the citizenization of agricultural transfer population, and make county areas an important entry point for urban-rural integration development.
Seventh, we must strengthen and improve rural governance, deepen the construction of safe rural areas, and innovate rural governance methods.
