According to the relevant person in charge of the Guangzhou Municipal Transportation Bureau, the third paragraph of Article 23 of the above-mentioned Measures stipulates that “operators shall, in accordance with the requirements and standards of the municipal transportation department, assign the identification number of vehicles within the administrative area of this city. , Location information, order data, vehicle status and other relevant data information are uploaded to the industry supervision service platform in real time, complete and accurately, and the management information fed back by the industry supervision service platform is accepted and processed".
In order to implement the Measures, the Guangzhou Municipal Transportation Bureau organized a special inspection of industry data access from November 12 to 13, and shared bicycles on the roads of three operating companies including Meituan, Haro, and Qingju. During the inspection, it was found that all three operating companies had violations of road-sharing bicycles that failed to connect the vehicle's heartbeat positioning data to the industry supervision platform as required (these non-connected illegal bicycles can be unlocked and cycled through the respective enterprise APP).
In response to this, the Guangzhou Municipal Transportation Bureau issued "Notices for Rectification within a Time Limit" to the three operating companies in accordance with the law, and reviewed the rectification of the enterprises on November 20, and found that the three operating companies still have road-sharing bicycles. If the relevant information is not accessed as required, the rectification result is unqualified.
Due to the unqualified rectification, the Municipal Transportation Bureau issued a fine of 10,000 yuan to the three operating enterprises in accordance with the provisions of Article 29, paragraph 5 of the "Measures".
