Innovative government-enterprise interaction mechanism
The call to encourage entrepreneurs to participate in the formulation of corporate policies has a long history.
The person in charge of an enterprise in a western province once told reporters that the development of local enterprises is short of first-line R&D and design talents and senior technicians, but the preferential policies for the introduction of talents from local governments are concentrated on academicians, doctors and other high-tech research talents. "Good intentions" want to do things, but companies find it hard to understand.

To this end, the National Development and Reform Commission issued the "Implementation Opinions on Establishing and Improving Entrepreneurs' Participation in Policy-making Mechanisms Concerning Enterprises" in September last year, making overall arrangements for promoting entrepreneurs' participation in the policy-making mechanisms for enterprises.
At present, various localities have successively introduced landing measures based on their own actual conditions, and launched many hard and practical moves.
For example, Jiangsu proposes to establish a system of regular entrepreneurs’ symposiums held by governments at all levels to listen to entrepreneurs’ opinions and suggestions; Yunnan requires entrepreneurs to participate in the formulation of policies concerning enterprises. In principle, the proportion of private enterprises should not be less than 60%, and the proportion of SMEs Less than 50%.
How to deal with the opinions collected?
Various localities have further clarified: Shandong proposed that reasonable and feasible opinions and suggestions should be fully absorbed and adopted; for opinions and suggestions that are currently unsuitable or difficult to adopt, the drafting department should list clear reasons and take the initiative to visit, send e-mails, and write back letters, etc. Appropriate ways to fully communicate and explain with entrepreneurs.

Liang Qidong believes that in the process of establishing this mechanism, we should not only pay attention to the suggestions of large companies, but also pay attention to the voices of small companies.
At the same time, we must pay attention to continuously extending to districts and counties and other grass-roots governments, because grass-roots governments can more directly and more widely obtain suggestions from large and small enterprises.
In Li Hao's view, the key to making relevant policies better is to listen to the opinions of entrepreneurs.
"The ideas and needs of entrepreneurs will vary with the business and development stage of the enterprise, and there will also be conflicts between their respective ideas, so it is necessary to conduct comprehensive and objective investigation and sampling." Li Hao said.
Tang Jiqiang believes that when selecting entrepreneur representatives, relevant government departments should take into account different ownership systems, different scales, different industries, and different regions to achieve wide coverage and strong representativeness.
At the same time, many experts said that the process for entrepreneurs to participate in the formulation of corporate policies should be further optimized, and timely feedback should be provided to entrepreneurs’ suggestions.

Liang Qidong believes that to implement this policy, we must have "true feelings" and listen to the suggestions of enterprises sincerely; we must have "true experts" and listen more to the suggestions of objective and neutral expert entrepreneurs; we must have "true opinions", entrepreneurs To speak up, government departments must also be good at listening to different opinions; there must be "real measures", and targeted and effective measures must be taken based on opinions and suggestions.
