  The meeting concluded that the three major regions of Beijing-Tianjin-Hebei, the Yangtze River Delta, and Guangdong, Hong Kong and Macao are the most important urban agglomerations and metropolitan areas in China.   The meeting clarified four key tasks for promoting the construction of intercity railways and urban (suburban) railways in the three major regions:

  First, in the next five years, the three major regions plan to start construction of approximately 10,000 kilometers of intercity railways and urban (suburban) railways. By 2025, a framework network of regional intercity railways and urban (suburban) railways will be basically formed, forming urban agglomerations 1- 2-hour traffic circle and 1-hour commuting circle in metropolitan area.

  The second is to sort out and clarify the three-year project plan, with a total construction scale of about 6,000 kilometers, and accelerate the construction of a batch of relatively mature intercity and urban (suburban) railway projects.

  The third is to grasp the functional positioning and construction standards of intercity railways, strengthen the overall planning, design and construction of urban (suburban) railways, realize railway construction and urban integration and multi-network integration, and scientifically plan project construction.

  The fourth is to accurately grasp the comprehensive land development.

Conduct in-depth research on the development of new intercity railways and urban (suburban) railway projects, comprehensive utilization of existing railway land and other development methods, and explore new models for comprehensive railway development in urbanized areas.

  The meeting called for speeding up the preliminary work of the project, making in-depth and detailed feasibility study plans, fully comparing and selecting route directions, station settings, and major technical standards, stabilizing the project construction plan as soon as possible, and speeding up the approval of pre-requisites.

  In terms of capital guarantee, the meeting pointed out that it is necessary to make full use of fiscal funds and social funds, raise construction funds in multiple ways and channels, actively innovate investment and financing mechanisms, and attract long-term social capital to participate in project construction.
