The Russian government will allocate an additional 62 billion rubles for payments to low-income families with children from three to seven years old.

This was announced on Thursday, November 12, by Prime Minister Mikhail Mishustin at a cabinet meeting.

“Thus, the total amount for payments to families in need this year will exceed 123 billion rubles - for more than 4 million children from three to seven years old,” the prime minister stressed.

The authorities' initiative will help support the population during the economic recovery from the consequences of the coronavirus pandemic.

At the same time, social payments will to a certain extent stimulate the growth of consumer activity in the country.

This point of view in a conversation with RT was expressed by Pavel Sigal, the first vice president of the all-Russian public organization for small and medium-sized businesses "Support of Russia".

“Now citizens need funds to make winter stocks of long-term storage products.

The money will also be used to buy vegetables and fruits to support the immunity of babies and their parents.

As a result, this will have a positive effect not only on the health of Russians, but also on consumer demand, which sank somewhat during the COVID-19 pandemic, ”Sigal said.

Let us remind you that the granting of benefits began on June 1.

At the same time, as previously noted in the Ministry of Labor, accruals are made from January 1, 2020.

This means that a family that submitted an application on June 1, receives funds for the first five months of 2020, if the child is already three years old by January 1.

If the child has reached this age in the period from January to June, then the funds are sent from the moment they reach three years before the payment is scheduled.

The funds can be received by families whose income does not exceed one living wage per person.

The payment is equal to 50% of the regional minimum subsistence level for children.

This is about 5.5 thousand rubles per child per month.

At the same time, already from 2021, the amount of support is planned to be increased to 11 thousand rubles.

State Duma deputy Svetlana Bessarab spoke about this in an interview with RT.

“First of all, the support will be given to those families whose average per capita income after receiving the allowance has not reached the subsistence level per capita in the subject.

The increase in the amount of the benefit looks fair and will help parents provide their children with everything they need.

Thanks to the growth of social benefits, some families will be able to increase their well-being and leave the category of extremely needy citizens, ”the deputy said.

According to experts, state support for families has had a positive effect on the Russian labor market.

According to Rosstat, against the background of the introduction of quarantine measures in the spring and the temporary suspension of the work of a number of companies, unemployment in Russia from March to August increased from 4.7 to 6.4%.

The value became the highest in the last eight years.

Meanwhile, at the end of September, the figure fell to 6.3%, and the Ministry of Labor announced that the peak of unemployment had been overcome.

As Svetlana Bessarab explained, payments to a certain extent allowed to minimize the process of Russians leaving for shady employment.

“During the pandemic, a large number of citizens were forced to work part-time for lower wages or even lost their jobs.

If there were no various benefits, including family benefits, some employees would go to the informal sector of the economy or agree to seasonal employment to feed their children.

But this did not happen, on the contrary, even those Russians who had previously received money in envelopes came out of the shadows and went to the labor exchange, ”added Svetlana Bessarab.

Advantageous postponement

The government also extended the deferral of taxes and insurance premiums for small and medium-sized enterprises in the hardest hit industries until the end of 2020.

According to the press service of the Cabinet of Ministers, Mikhail Mishustin has already signed a corresponding decree.

In order to support business in the context of the coronavirus pandemic, in the spring of 2020, the authorities provided tax holidays for companies and individual entrepreneurs for a period of six months.

Meanwhile, on October 29, Russian President Vladimir Putin said that not all companies had time to recover, and proposed extending the initiative for three months.

“By order of the President, the government is extending tax holidays for businesses.

The situation is still difficult.

Small and medium-sized businesses need additional government assistance to cut costs and recover.

Therefore, we are extending this anti-crisis support for organizations and individual entrepreneurs from certain affected industries for another three months - until the end of the year, ”Mikhail Mishustin emphasized.

According to him, assistance will be received, among other things, by enterprises from the field of culture, tourism, hotel business, catering, entertainment and sports industries.

Also, benefits will apply to companies and entrepreneurs who organize conferences and exhibitions.

As the general director of the Rocket Work platform Anastasia Uskova noted in a conversation with RT, thanks to a tax deferral and a reduction in insurance premiums, a number of companies managed to reduce the cost of the payroll and save jobs.

At the same time, many business representatives still need additional support, the expert is sure.

Against this background, experts consider it expedient to extend the tax holidays for entrepreneurs and companies for another six months.

As the chief analyst of the TeleTrade Group of Companies Pyotr Pushkarev explained to RT, the adoption of such an initiative will avoid a wave of bankruptcies of small businesses.

“The already approved extension of tax holidays until the New Year, as well as the moratorium on scheduled inspections of small businesses, was a measure as inevitable as it was widely expected.

At the same time, the government should extend these measures for a much longer period: at least until mid-2021.

This will allow business representatives to plan their activities more predictably, ”explained Goikhman.
