The government promised on Monday that "answers" in terms of recognition of workers on the "second line" will be provided in 2021. The mission on these employees will take place in three phases, detailed the Ministry of Labor at the end of '' a social dialogue conference organized in Matignon in the morning with officials from employers' organizations and unions, who have stressed the importance of these jobs since the start of the health crisis.

The first phase will consist of taking stock of what a “second line” employee is.

A mission in this direction was entrusted to Sophie Moreau-Follenfant, former HRD in the cleaning sector, and Christine Erhel, labor economist specializing in the measurement of the quality of employment.

Cashiers or garbage collectors

“At the start of 2021”, the second phase will consist of the analysis of the working conditions of these employees, among whom are often cited the cashiers or the garbage collectors, then there will be “a response in terms of recognition of these workers”, in particular on prospects for careers, remuneration or access to training.

“These are jobs that cannot be done in three days.

There may be branch negotiation.

We are organizing in a rhythmic manner so that in 2021 there are answers to the question of second-line workers, ”the ministry said.

A late "scandalous" interest

When he left the meeting, Philippe Martinez, the secretary general of the CGT, considered “scandalous” the late interest in those “we have been talking about since March”, when his CFDT counterpart, Laurent Berger, said added that it was not necessary "that it goes too slowly".

In mid-October, the heads of the five trade unions had written to Jean Castex to demand from the Prime Minister “effective recognition of the essential role” of these employees.

They demanded "an emergency meeting" to study "without delay" a "revaluation of wages, working conditions, employment and careers" of these workers.
