The "Report" fully demonstrates the positive results my country has achieved in optimizing the business environment in 2019.

Focusing on reducing approvals and materials, the market access barriers have been continuously lowered.

Focus on the openness and transparency of rules, and constantly strengthen fair and just supervision.

The national credit information sharing platform connects 46 departments, all provinces, autonomous regions and municipalities, and collects more than 50 billion pieces of credit information of various types, basically building a new credit-based supervision system, "double random, one open" and "Internet + supervision" "It has gradually become the basic method and means of market supervision, and the exploration of inclusive and prudential supervision has achieved results.

Focusing on the reduction of links and time limits, the level of convenience services has been continuously improved.

Optimize the business environment from four aspects

Although fruitful results have been achieved in optimizing the business environment, compared with the world's first-class level, China's business environment still has certain gaps in marketization, legalization, internationalization, and convenience.

To this end, on the basis of consolidating the results of the previous stage of reform, we must further deepen the reform of “delegating power, regulating services,” and continue to work hard to create a world-class business environment and promote high-quality economic development.

The Development and Reform Commission will further promote the optimization of the business environment from four aspects: further deepen the streamlining of administration and decentralization, and release market vitality.

Focus on the prominent issues of multiple restrictions, high thresholds, and complicated approvals reported by market entities, insist on simplifying the complexity and breaking through obstructions, and continue to promote market-oriented reforms.

Continue to streamline administrative licensing, optimize the approval process, clean up and consolidate repeated approvals implemented by multiple departments and at multiple levels, continue to promote the full coverage of the reform of “separation of licenses and licenses”, promote approval models such as “acceptance of vacancies” and the notification and commitment system, and fully implement market standards Enter the negative list system.

Further promote fair supervision, focus on the coexistence of non-standard supervision and law enforcement, opacity and inadequacy, and inadequacy, adhere to the combination of decentralization and management, and continue to strengthen the rule of law.

Accelerate the improvement and optimization of the business environment "1+N" law and policy system, and continuously improve the scientificity and transparency of policy formulation and supervision and enforcement.

It is necessary to improve effective practices such as "double random, one open" supervision, credit supervision, "Internet + supervision", and cross-departmental coordinated supervision, innovate inclusive and prudential supervision, continue to transform supervision concepts, innovate supervision methods, and protect the legitimate rights and interests of various market entities. The people's lives and property are safe.

Further improve service efficiency, focus on issues such as the implementation of policies on the "last mile", insist on benefiting enterprises and people, convenience and efficiency, and continue to introduce facilitation measures.

Relying on the national integrated government service platform to establish a policy column for favored enterprises, centrally announce and regularly update information such as policy content, handling procedures, and application channels, improve the policy implementation mechanism, use various channels to conduct extensive policy publicity and interpretation, and provide multi-channel policies Counseling, simultaneously improving the convenience of doing things online and offline, stepping up efforts to promote the integration and sharing of government service data, and providing more high-quality government services to the public.

Further strengthen evaluation guidance and stimulate reform momentum.

Focus on issues such as differences in business convenience in different regions and fields, insist on promoting reform and excellence by evaluation, and continue to promote reform and innovation.

Guided by market players and social public satisfaction, we must continue to improve and improve the nationally unified standard of China's business environment evaluation system, continue to summarize evaluation practices, promote evaluation work in an orderly manner, and better play the positive role of evaluation in guiding reforms and promoting innovation.

Use data to speak with evaluation

In recent years, the global ranking of China's business environment has continued to rise significantly, and related indicators have improved significantly. It has become one of the top ten economies with the largest improvement in the global optimized business environment for two consecutive years.

In 2019, among the 10 participating indicators evaluated by the World Bank, 8 of my country’s rankings improved.

The "Regulations on Optimizing the Business Environment" implemented this year clearly stated that it is necessary to promote the profound transformation of government functions and accelerate the creation of a stable, fair, transparent, and predictable business environment in order to stimulate market vitality and social creativity.

Professor Shi Zhengwen, director of the Finance and Tax Law Research Center of China University of Political Science and Law, said that the continuous improvement of various indicators of China’s business environment is of great significance. After all, my country has 18% of the world’s population and 16% of the world’s total economic output. It is of great significance for the world’s major economies to form a domestic business environment that is in line with international standards, attract high-quality global resources, promote China's further industrial upgrading, and promote high-quality economic development in China."

"It is worth noting that in the past, most of the testing and evaluation of various indexes of China’s business environment were done by non-governmental organizations or academic institutions. Now the "Report" launched by the Development and Reform Commission is the first to evaluate my country in the form of a national report. The various measures taken by various localities and levels to promote and improve the business environment not only provide many excellent local work models that are worth learning from, but also once again demonstrate the importance of the national level on the business environment assessment system." Shi Zhengwen said.

The reporter noted that the "Report" has drawn more than 1,000 explanatory charts, sorted out more than 240 policy documents and more than 210 reform highlights in various fields of optimizing the business environment, and gathered 70 typical cases in 18 key areas and various provinces, autonomous regions, and regions. The original and differentiated practical results of the exploration and formation of the municipalities and Xinjiang Production and Construction Corps.

In this regard, Liu Junhai, a professor at the Renmin University of China Law School, commented that this move is conducive to giving full play to the exemplary and leading role of benchmark cities, promoting mutual learning and reference, and promoting reform measures to take root and replicate and promote, and comprehensively enhance the convenience of business in my country.

"The "Report" does not simply check which work has been done and which system is in place, but rather comprehensively asks whether the dividends of effective reforms are shown, whether the system is implemented in place, whether the business environment is good, what is good, and whether it is good or not. Propose improvement plans for areas that are not good enough to evaluate and promote construction, use data to speak, and truly demonstrate the achievements of the rule of law in the business environment." These are all conducive to the continuous and in-depth promotion of the reform of “decentralization, management and service”, and simultaneous monitoring of related reform measures The landing effect of the quantificational perspective strengthens the fairness and justice of supervision and the openness and transparency of rules.
