  The State Council Information Office held a press conference on the 19th to introduce the energy industry's decisive victory over poverty alleviation.

At the meeting, Li Chuangjun introduced the work done by the Energy Bureau and the goals it has achieved in terms of ensuring residents' electricity demand and realizing the use of electricity to good use of electricity.

  Li Chuangjun said that the rural power grid renovation project is an important infrastructure project in rural areas, as well as a livelihood project and a popular support project.

In 2016, the State Council specially deployed and arranged to launch a new round of rural power grid transformation and upgrading projects.

In the past five years, in accordance with the deployment of the State Council, the National Energy Administration has focused on three major projects and two major tackling actions.

  The three special projects include the rural power grid transformation and upgrading project in the central villages of small towns, the power supply project for rural motorized wells, and the power supply project for poor villages.

  Li Chuangjun introduced that the transformation and upgrading project of rural power grids in central villages in small towns focuses on improving the power supply capacity of rural power grids in central villages in small towns to meet the power demand for rural consumption upgrades.

Covering 2,389 counties and cities in 30 provinces, autonomous regions and municipalities, benefiting 160 million rural residents.

  The power supply project for rural motorized wells focuses on solving the problem of power supply for rural motorized wells, helping high-standard farmland construction and water-saving irrigation.

The rural motorized well power supply project covers 17 provinces and regions across the country and 1061 counties of the Xinjiang Production and Construction Corps. There are about 1.6 million motorized wells, benefiting 150 million mu of farmland and saving 3 million tons of fuel each year.

  The power supply project for poor villages focuses on solving the problem of rural production and electricity consumption in poor villages.

Since the implementation of the project, power and electricity have been connected to 33,000 natural villages across the country, involving 839 counties in 23 provinces, autonomous regions and municipalities across the country, with approximately 8 million rural residents.

At present, all rural villages within the coverage of the national large power grid are connected to power electricity.

  Li Chuangjun pointed out that the two major tackling actions include the “three districts and three states” transformation and upgrading of rural power grids. The focus is on the construction of rural power infrastructure in deeply impoverished areas such as the “three districts and three states”. The policy preference has improved the universal power service level in deeply impoverished areas such as the "Three Districts and Three States", promoted poverty alleviation and comprehensively built a well-off society.

It covers approximately 20 million people in 6 provinces.

  The second special tackling action is the “returning to the border villages” rural power network transformation and upgrading action.

The main focus is on strengthening the power infrastructure construction of the villages in the border area and changing the backwardness of the local power infrastructure, benefiting 1685 natural villages in the border areas in 8 border provinces.

  "Overall, through the implementation of the new round of rural power grid renovation projects, we have completed the new round of rural power grid renovation and upgrading tasks ahead of schedule at the end of 2019. The original plan was the end of 2020, so overall, we are ahead of schedule. In the first half of this year, we completed the two major projects I mentioned earlier with high quality as scheduled, three special projects, namely the “three districts and three prefectures” rural power network transformation and upgrading campaign and the “Bianbian Village” rural power network transformation and upgrading campaign. And the two major tasks have been achieved as scheduled." Li Chuangjun said that the power supply reliability, voltage qualification rate, and distribution transformer capacity per household determined by the new round of rural power grid upgrade project have also been fully completed, and rural areas across the country have basically been achieved. Stable and reliable power supply services are fully covered, and power supply capacity and service levels have been significantly improved, providing a solid power guarantee for winning the fight against poverty and building a well-off society in an all-round way.
