It is difficult for the three major operators to enter the Yanjing Institute of Technology-why students can only use the high-priced campus network

However, some people reported that on the campus of Yanjing Institute of Technology in Sanhe City, Hebei Province, students cannot normally use the network signals provided by the three major operators.

To get online in the school, students must use the expensive campus network.

The students have great opinions on this, but the problem has not been resolved for more than a year since they have reported through various channels.

  After receiving relevant clues, the second inspection team of the State Council's seventh major inspection came to Yenching Institute of Technology to verify this issue.

On October 16, the inspection team entered the school campus for an unannounced visit.

The inspection team conducted network trials in different areas such as the dormitory, library, teaching building, and canteen in the Yenching Institute of Technology and found that although the mobile phone signal is always "full", whether it is China Mobile, China Unicom or China In telecommunications, the download rate is extremely "slow", and there are phenomena such as web pages cannot be opened, programs cannot be posted, and cannot be refreshed.

When the inspection team asked the operator's technicians to conduct inspections, the speed measurement software even failed to refresh effectively.

Regarding the phenomenon of poor network signals of the three major operators on campus, students even formed a helpless statement of "moving not moving, unconnected, and untrustworthy telecommunications".

  Subsequently, the inspection team asked the three major operators about the possible reasons for this situation.

The three major operators said that the lack of base stations on the campus is an important reason for the poor network signal.

As of the day of the unannounced visit by the inspection team, China Mobile had only two base stations (4G, 2G) on campus, China Unicom had only one base station (3G), and China Telecom had not installed any base stations.

In this regard, the three major operators all stated that there are no technical obstacles to the construction of base stations, and no similar problems exist in other universities. This phenomenon only exists in the Yanjing Institute of Technology.

The operator has already reserved relevant funds, but the docking with the Yenching Institute of Technology has not been smooth, making the base station installation delay in place.

  It is a fact that students cannot use the network signals provided by the three major operators. So how do students go online?

The inspection team randomly asked a number of students and learned that in this school, students who want to surf the Internet smoothly can only go through the campus network, and there are obviously unreasonable fees.

  There are two main charging standards for the campus network package of Yanjing Institute of Technology: the first is a timed package, and the charging standard is 0.48 yuan/hour; the second is a monthly package, and the charging standard is 80 yuan per month.

In contrast, the price of the student Internet package provided by China Telecom (including 50GB of data, which fully meets the normal Internet needs of students) is less than half of the campus network price.

  After verification by the inspection team and the school's financial department, the campus network will directly transfer the school account through the campus card virtual account after the campus network charges.

In 2019, the school's campus network fee income exceeded 8 million yuan, and the network operation expenditure was about 4.5 million yuan.

In only one month of September 2020, this income has exceeded 1 million yuan.

  The students also stated that the school repeatedly tried to raise prices further, but eventually gave up because the students strongly opposed it.

  The inspection team also found that since 2019, on WeChat, Weibo and some forums and other online platforms, there have been questions, discussions and appeals about the school's network issues.

  With the facts that they have seen with their own eyes, the inspection team met with the relevant person in charge of the school that day.

However, in response to the fact that students have continued to report the problem for more than a year but could not be resolved, the person in charge of the school said, "I have never learned about the student's relevant demands.

  The person in charge of the school emphasized: “There is no such behavior as subjective and deliberate setting of thresholds to hinder students from surfing the Internet.” But at the same time, he acknowledged that there are phenomena such as poor Internet access for students, obvious differences in the campus network and the operating environment of the operator’s school, etc. The next step will be positive rectification. Protect the legitimate rights and interests of students.

  The inspection team proposed to ask the Sanhe City Government to urge Yanjing Institute of Technology to actively understand public opinion, actively solve the problem of students’ access to the Internet, avoid behaviors and phenomena that harm students’ interests and undermine fair market competition, and protect the legitimate rights and interests of students in accordance with laws and regulations.

The Sanhe City Government stated that it would urge Yenching Institute of Technology to quickly formulate a rectification plan and draw inferences from one another to avoid similar situations from happening again.
