The Russian government will allocate another 35 billion rubles for measures to support the unemployed in all regions of the country.

This was announced on Monday, October 19, by Prime Minister Mikhail Mishustin at a cabinet meeting.

“It is important that everyone who is left without work receives the due payments on time and regularly.

People found themselves in a difficult situation.

The state must support them.

And of course, we will continue to do everything necessary for the situation on the labor market to level off, ”Mishustin emphasized.

According to him, earlier, more than 165 billion rubles were provided for the payment of unemployment benefits in the budget for 2020.

Meanwhile, at the moment, almost 92% of this amount has already been spent, writes TASS with reference to the draft order of the Cabinet.

As a result, the authorities decided to send additional funds to help the Russians who lost their jobs.

“It is obvious that new, even partial, business closings in different regions can lead to staff reductions, albeit on a smaller scale.

Therefore, it is proposed to send additional funds to support the unemployed - we are talking about maintaining the increased minimum and maximum unemployment benefits, ”said Artyom Deev, head of the analytical department at AMarkets, in a conversation with RT.

Recall that during the coronavirus pandemic, the government increased the maximum unemployment benefit from 8 thousand to 12 130 rubles by the end of 2020.

At the same time, until October 1, the size of the minimum unemployment benefit was raised threefold - from 1.5 thousand to 4.5 thousand rubles.

In the same period, on behalf of the President of the country Vladimir Putin, additional payments were introduced to parents who lost their jobs - 3 thousand rubles for each child under 18 years old.

The increase in payments made it possible to smooth out the negative impact of rising unemployment on the economy.

Vasily Karpunin, head of the information and analytical content department of BCS World of Investments, expressed this point of view in an interview with RT.

The increased unemployment benefits have partially offset the loss of wages for many Russians, he said.

“In addition, it is worth considering the so-called multiplier effect.

The redistribution of funds in favor of the population supported the demand for goods and services of business, which found itself in a difficult position in the context of restrictive measures, ”the analyst explained.

According to Rosstat, against the background of the introduction of quarantine measures in the spring and the temporary suspension of the work of a number of companies, unemployment in Russia from March to August increased from 4.6% to 6.4%.

The last time a similar value could be observed back in 2012.

Meanwhile, at the moment the situation on the Russian labor market has begun to gradually stabilize.

This was announced on October 15 by the head of the Ministry of Economic Development Maxim Reshetnikov.

Moreover, according to the Ministry of Labor, in September Russia overcame the peak of unemployment.

“If we look at the number of citizens registered in employment centers, then our peak fell in September.

The dynamics of growth in the number of registered since March was observed.

In August this figure was 3.6 million people, in September 3.7 million people, ”said the Minister of Labor and Social Protection Anton Kotyakov on October 13.

At the same time, the head of the Ministry of Labor added that in the first ten days of October, the number of Russians registered with employment services fell to 3.63 million. According to Vasily Karpunin, the outlined decrease in unemployment is associated with the gradual lifting of strict restrictive measures and the adaptation of enterprises to new conditions.

“It should be noted that part of the jobs were redistributed between industries.

A simple example: the drop-down rates for waiters shifted to the growth of vacancies in the delivery market, "Karpunin explained.

According to him, measures of state support for business had a positive impact on the labor market.

Thus, according to the Ministry of Economic Development, the government financed soft loans to companies and entrepreneurs to pay salaries to employees in the total amount of 1.4 trillion rubles.

In total, the measure saved about 5 million jobs.

“In this situation, it is highly desirable to avoid the resumption of hard restrictions.

We are reaching a peak in terms of the growth rate of the number of cases, but new restrictive measures are being introduced very moderately.

The state has partially adapted and prepared for the second wave, and with the experience gained, it better controls the situation, "Karpunin added.

According to the specialists of the Ministry of Economic Development, by the end of 2020, unemployment in Russia should be 5.7%.

At the same time, in 2021, the value will decrease to 5.2%, and in the next two years, the indicator should return to pre-crisis values - 4.6-4.7%.
