This report is the first in a series of reports on the business environment in China and the first national report in the field of business environment assessment in China.

  "We must take the release of the "China Business Environment Report 2020" as an opportunity to promote exchanges and mutual learning among all parties, promote typical experience and practices, and actively respond to risks and challenges with a better business environment, and promote high-quality economic development." Lin Nianxiu, a member of the Party Group and Deputy Director of the National Development and Reform Commission, said at the release of the “China Business Environment Report 2020” and the National Business Environment Promotion Conference. A total of 98 cities have participated in China's business environment assessment.

The participating cities focused on market entities that reflected the prominent problems such as complicated processes, long time, multiple materials, and high fees, and carried out a lot of fruitful practical explorations against the domestic and international advanced levels.

  Since 2018, the National Development and Reform Commission, based on national conditions and guided by market players and public satisfaction, has taken the lead in researching the establishment and continuous improvement of China's business environment evaluation system, and has carried out business environment evaluation for three consecutive years.

The report released this time has comprehensively sorted out China’s business environment evaluation system and evaluation methods, reviewed and summarized the highlights of China’s effectiveness in optimizing the business environment in 2019, and systematically described how to deepen the reform of “decentralization, management and service” and optimize the business environment in 2020. Prospects, a large number of reform measures and typical experiences have been refined, and the best practices, reform plans and roadmaps in various key areas are presented in a concentrated manner. The originality and differentiated exploration of optimizing the business environment in various places are displayed from multiple angles and directions.

  The report shows that in 2019, various regions and departments have taken deepening the reform of decentralization, management and service, and optimizing the business environment as key measures and important measures for the "six stability", and various work on optimizing the business environment has achieved positive results: Focus Reduce approvals and materials, and continue to relax market entry barriers; focus on open and transparent rules, and constantly strengthen fair and just supervision; focus on reducing links and time limits, and continuously improve the level of convenience services; focus on improving laws and regulations, and continue to strengthen the protection of legitimate rights and interests.

While the business environment has yielded fruitful results, we must also clearly realize that there is still a certain gap between China’s business environment in terms of marketization, rule of law, internationalization, and facilitation compared with the world’s first-class level. We must consolidate the previous stage of reforms. On the basis of the results, we will further deepen the reform of “delegating management and service”, continue to build a world-class business environment, and promote high-quality economic development.
